Background/Context:



UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women Jordan Country Office supports the Government of Jordan to implement global norms and standards on gender equality and women’s empowerment. Under its Strategic Note for the period 2023-2027, the UN Women Jordan Country office promotes women’s economic empowerment, gender responsive governance and women’s political participation in alignment with the government of Jordan Triple Modernization Agenda; works to advance the implementation of the Women, Peace and Security agenda including through the Jordan National Action Plan for Women, Peace and Security (JONAP); and implements a resilience and empowerment model for Syrian refugee women and vulnerable Jordanian women in camps and host communities in support of the Jordan Response Plan (JRP). Working across the humanitarian-peace-development nexus, the country office is implementing and is prioritizing coherence and interlinkages across its projects and programmes and across UN Women’s triple mandate of operational, coordination and normative work. Reporting to the Programme Manager, the Programme and Accountability to Affected People Analyst will be responsible for providing technical advice and institutional capacity building support to the Ministry of Social Development (MoSD) in relations to its growing direct involvement in the implementation of the OASIS programme including at both levels- ministry and governates levels. Moreover, the AAP mechanism as it stands requires further development. Specifically, this approach to programming starts with effectively listening to people as they articulate and resolve their own needs. It then requires people in the design and roll-out of their own solutions. The objective is that affected people take the lead on their own preparedness, relief, and recovery. They, first and foremost, advise and guide the UN Women’s actions while holding it and others to account for any services and assistance provided or not provided. The AAP mechanism as it stands further needs reinforcement through the development of standard operating procedures, improving awareness materials, as well as integration of other forms of participation throughout the programme cycle as well as in the organizational culture in the Jordan Country Office. Furthermore, such mechanisms need to be cascaded to other UN Women programming in addition to the OASIS programme. As an AAP focal point, the Programme and Accountability to Affected People Analyst will be directly reporting to the Representative of UN Women with technical guidance from the Humanitarian Specialist. They will be working closely with Programme Managers, M&E specialists and all staff to ensure accountability is mainstreamed throughout all programming.

Duties and Responsibilities



Description of Responsibilities /Scope of Work:



The Programme and Accountability to Affected People Analyst will be responsible for the following: 1. Provide technical advice and institutional capacity building support to the Ministry of Social Development and coordinate capacity building efforts MoSD staff who are engaged and supporting the Oasis programme processes in line with the MoSD-UN Women MoU and identified areas of capacity needs including: gender equality and empowerment of women and girls; protection (gender based violence and child protection), safeguarding (incl. Zero tolerance to sexual
exploitation, abuse and harassment); accountability to affected populations; results based monitoring and reporting; and beneficiary management; 2. Coordinate the process of gathering information for the Oasis programme implementation in the host communities and beneficiaries’ selection process with field colleagues and Ministry of Social Development staff and preparing progress reports on programme implementation; 3. Provide technical advice on the development of systems, processes and mechanisms to support Ministry of Social Development staff in programme planning, implementation, monitoring and progress reporting; 4. Provide technical assistance and support on institutional design and development for improved gender mainstreaming; 5. Manage the process of identifying and synthesizing of good practices and lessons learned that are directly linked to the implementation of the Oasis programme in the host communities and capacity development initiatives conducted by Ministry of Social Development; 6. Support the developing a Manual and standard Operating Procedures the current UN Women Oasis model programme approach in host communities, including through reviewing the country portfolio evaluation, in consultations with UN Women team; 7. Support in Identifying gaps and areas of improvement for Ministry of Social Development staff within the programme, with a particular focus on implementation, sustainability and national ownership; 8. Support in developing a results framework and indicators with oasis programme for Ministry of Social Development , considering best practices, and local context, with an emphasis on with a particular focus on sustainability, and national ownership; 9. Support in developing a roadmap for the roll out of the redesign programme, in consultation with UN Women and Ministry of Social Development, AND; 10. support in developing a communication strategy and knowledge products on the new proposed approach in consultation with Ministry of Social Development. In addition, and as an AAP focal point, the Programme and Accountability to Affected People Analyst will be responsible to strengthen the existing mechanism on community participation, feedback and accountability vis-à-vis UN Women’s programmes interventions with Syrian refugees and vulnerable Jordanian host community women and girls as per global best practice. This includes the following interventions: 1. Managing the community-based feedback mechanism (CBFM) hotline, with timely triaging of cases, follow up with relevant colleagues, daily reporting of cases to the representative and developing monthly analysis of trends. 2. Developing the current feedback mechanism to become more comprehensive, accessible and inclusive community feedback and accountability mechanism for all UN Women programming (including hotline, complaint boxes, focus group discussions and one-to-one consultations by engaging community volunteers) based on community, participant (volunteers) and staff feedback. Engage staff and participants within the process to ensure by-in. 3. Supporting programming in developing their participatory approach from design to implementation of programming and learning in a sustainable manner. 4. Understanding the needs, capacities and risks faced by groups potentially in situations of vulnerability in addition to women and girls such as persons with disabilities, children, and older persons. 5. Developing accountability to affected people Standard Operating Procedures (SOP) for all UN Women programming based on community and staff feedback and engage the programme teams throughout the process. 6. Developing awareness raising material including posters on the available CBFM. Holding awareness raising sessions on the CBFM as needed. 7. Developing and ensuring appropriate use of enhanced community feedback and satisfaction monitoring tools and surveys. 8.
