Org. Setting and Reporting :UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5.8 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA's services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance, and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions. The incumbent of this post reports to the Manager Compensation and Organizational Design Projects.
Responsibilities :1. Conducts research and reviews data pertinent to salaries, allowances and benefits for the Area staff category in conformity with the Agency’s Pay Policy, Salary Survey Methodology, and related rules and directives; prepares quantitative and qualitative analyses and statistics, identifies discrepancies and drafts related reports and recommendations as requested, ensuring accuracy of data. 2. Conducts market research, salary and benefits surveys and studies, collecting information related to salaries, allowances and conditions of service from local market comparators in all Fields. Analyze data in the compensation system, documents calculation criteria, analyzes data quantitatively and qualitatively, makes appropriate computations and drafts related reports. 3. Prepares cost projections for pay changes and for scenarios. 4. Collects and analyses available information on cost-of-living, Consumer Price Index and other statistics related to labor market and the socio-economic situation in the Agency’s area of operations, carries out related analyses and makes recommendations. 5. Monitors the implementation of salary scales and allowances across the Agency to ensure correct implementation, alignment with the regulatory framework and guidance provided. 6. Participates in management review processes, structural reviews and other organizational design projects and studies, including establishing standard operating procedures (SOPs), and guidelines, as assigned. 7. Maintains all relevant files and folders ensuring easy access, including in the intranet and the Agency’s website; liaises and communicates with relevant parties to inform on implementation of changes and decisions. 8. Education :A university degree from an accredited educational institution in public or business administration, economics, finance, human resources management, industrial engineering with major in management or related discipline.

Work Experience :Six years of progressively responsible experience in human resources management and or HR administration and/or finance, particularly in the areas of compensation and benefits and/or payroll or staffing related financial analysis, job evaluation and classification, , of which ideally two years should have been acquired in a large international, governmental or commercial organizations. It is required. A university degree from an accredited educational institution in public or business administration, economics, finance, human resources management, industrial engineering with major in management or related discipline. It is required. Good knowledge of Microsoft office applications, including excellent knowledge of MS Excel. It is required.
