TITLE: HR Coordinator –
Talent and Performance Management (National) - Damascus TEAM/PROGRAMME:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE: Talent and Performance Management plays a key role in ensuring a strong and effective workforce within the Syria Country Office. This position is responsible for supporting the development, retention, and performance of employees, aligning talent management strategies with organizational goals. The role holder will assist in identifying and developing high-potential employees, oversee the performance management process, and ensure compliance with HR best practices. Additionally, the HR Coordinator will maintain accurate HR records, support succession planning, and collaborate with managers to enhance employee growth and productivity.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY :
Talent Management Responsibilities:
- Assist the HR and Admin Director in identifying and addressing the organization's talent needs and gaps.
- Support the development and implementation of a talent development pipeline.
- Work with managers to identify high-potential employees and create individualized development plans.
- Monitor and track talent development progress, ensuring continuous learning and improvement.
- Assist in succession planning and leadership development initiatives.
- Develop and maintain a structured training plan that includes essential programs and resources for different roles.
Performance Management Responsibilities:
- Oversee the performance appraisal process (D2P), including goal setting, mid-year reviews, and annual evaluations.
- Provide guidance and training to managers on performance management best practices.
- Assist in resolving performance-related issues through coaching, counseling, or disciplinary actions in collaboration with HR leadership.
- Ensure timely and accurate recording, analysis, and reporting of performance data.
- Collaborate with managers to align individual and team performance objectives with organizational goals.
- Support employee development by identifying training needs based on performance evaluations.
- Maintain updated HR records, including employee performance and training records, ensuring compliance with data protection policies.
- Prepare and submit quarterly performance management reports to the regional office, tracking new hire progress, training completion, and onboarding statistics.
HR Data Management & Compliance:
- Maintain an organized and standardized filing system for HR records, ensuring proper documentation of all employee-related files (both hard and soft copies).
- Ensure the security and confidentiality of HR files, allowing access only to authorized personnel.
- Serve as the focal point for HR audits, ensuring compliance with organizational and legal requirements.
- Ensure that all staff contracts and contract extensions are signed and returned to the HR department promptly.
Additional Responsibilities:
- Prepare and submit international payroll reports to the regional office by the 30th or 31st of each month.
- Perform other duties as assigned by the HR and Admin Director to support HR operations and strategic initiatives.

QUALIFICATIONS
- Bachelor’s degree in human resources, Business Administration, or a related field.
Essential:
- Minimum 5 years’ experience in HR senior position.
- Minimum of 3 years of experience in HR with a focus on talent management, performance management, or learning and development.
- Strong understanding of performance appraisal systems, employee development, and succession planning.
- Experience providing training and coaching to managers on performance management.
- Excellent organizational skills with the ability to manage multiple tasks and deadlines.
- Strong interpersonal and communication skills to work effectively with diverse teams.
- Proficiency in HRIS systems and Microsoft Office (Excel, Word, PowerPoint).
- Fluency in English and Arabic.
Desirable:
- HR certification is an advantage.
- Knowledge of HR data tracking, and payroll process
- Experience working in humanitarian or development organizations.
- Familiarity with Syria labor laws and HR best practices.
