Management Sciences for Health (MSH) is seeking a Director of Finance and Administration (DFA) for a potential 5-year Primary Health Care Activity program in Jordan. This project will include a package of interventions to strengthen biosecurity and safety, address antimicrobial resistance (AMR), and prevent and respond to emerging threats through building One Health capacities that incorporate linkages between human, animal, and environmental health. This position is subject to project award and funding.  



OVERALL RESPONSIBILITIES:



The DFA will directly oversee the operations and support functions including procurement, office administration, human resources, accounting, and security. S/he will act as the second deputy to the COP after the DCOP. S/he together with the COP and DCOP/TD, will form the senior leadership team (SLT) for the project. S/he will ensure project compliance with the Federal Acquisition Regulation and AIDAR, USAID Policies and USAID/Jordan mission orders and Implementing Partner’s notices. S/he will establish standards and procedures to ensure the compliance program’s effectiveness and efficiency, maintaining compliance to organizational policies procedures and internal controls. The DFA will coordinate with internal and external auditors and coordinate with the field director of finance and home office senioraccountant. S/he will be responsible for conducting due diligence to ensure that that USG fundsare not diverted from their development purpose outlined in the contract and are not vulnerable to corruption, extortion or otherwise benefitting malign groups.



SPECIFIC RESPONSIBILITIES:



The DFA has primary responsibility for ensuring that MSH operations in Jordan are functioning efficiently and effectivelyand are aligned to support attainment of project results and client expectations. S/he is the administrative supervisor of all operations staff and oversees the following core systems:



  • Field accounting and cash management;



  • Human resource management and payment of payroll;



  • Management of local contract, consultant and vendor agreements;



  • Procurement and purchasing;



  • Travel, fleet management and logistics, security;



  • Facilities and communication services



In addition, the DFA will carry out the following:



Lead project annual budget development process. This includes managing the annual work plan, life-of-project and activity budgets and ensuring compliance of program expenditures with approved budgets; ensure the consistency, inclusion and accuracy of costs and that they comply with MSH’s and USAID’s policy, where appropriate; and work with staff in developing budgets for technical activities as necessary. Revise overall and sub-budgets as needed throughout the work plan year.



Develop and maintain systems for program expenditure monitoring and tracking that include financial and contractual data. Provide routine pipeline analyses to COP and USAID and provide any ad hoc reports requested by USAID. In addition, perform routine financial analysis on program expenditures, documenting and monitoring overall performance, analyzing trends, identifying gaps to ensure efficient and sound project management.



Collaborate with the COP to:



  • Ensure that MSH activities and management operations are implemented as per MSH Mission, values, policies and standard operating procedures, and local laws and regulations, and



  • Safeguard MSH’s reputation - financial, contractual, and political integrity.



Develop and execute responsive and appropriate operations management and operational systems in line with local laws and regulations, MSH policies and standard operating procedures, and donor requirements.



Lead and manage the operations structure, aligning staffing, systems, work plans and budgets with the projects and availableresources to provide timely, cost effective, and high-quality support and administrative services to all MSH country-based projects and activities.




Ensure compliance of program expenditures with approved budgets; ensure the consistency, inclusion and accuracy of costs and that they comply with MSH’s and USAID’s policy.



Ensure that all paid invoices agree with supporting documentation, including price quotes, purchaseorders and shipping receipts.



Apply internal systems for obtaining purchase approvals and use of assets ensuring the adequateapplication of internal controls.



Ensure timely submission of required administrative and financial reports to the COP and corporate Operations Office.



Provide administrative supervision to all operations staff and is accountable for their performance management (including regularresults, check-ins, formal appraisals, supportive supervision, rewards,training, coaching and career development support).



Coordinate execution of internal/external financial, operations and program reviews or audits, and ensure timely follow up to reviews or audits conclusions and recommendations.



Promote and facilitate development of staff and sustainable systems and participate in international cross-fertilization and knowledge exchange among the operations.



Oversee the MSH security detail, and ensure appropriate security measures to safeguard the projects offices and guesthouses, as well as establishment and implementation of realistic security protocols for local and expatriate staff. 



Collaborate with MSH Senior Grant Officer, partner staff, and grantees as required to ensure timely and accurate reporting, disbursement, and accounting.




QUALIFICATIONS


  • Advanced degree in Business Administration (accounting concentration) with MBA and/or CPA. 

  • More than 10 years’ experience with U.S. Federal overseas projects, particularly in Jordan, thorough knowledge of the Federal AcquisitionRegulation, experience with US Federal Government assistance instruments and audits.

  • The FDA must have strong leadership and business judgment skills and strong analyticalskills and communication skills, both written and verbal. 

  • Proven expertise in finance, budgeting, reporting, operations and financial management experience and results-oriented grants management.

  • Proven expertise in financial planning, monitoring of grant compliance and management, and establishment of internal controls.

  • Experience assessing and monitoring capacities of grantees; ability to provide capacity building activities’ insight and guidance as needed.

  • Demonstrated strong management, coordination, teamwork, and planning skills, with proven ability to function effectively with multiple host-country counterparts in both public and NGO sectors.

  • Previous operations experience in Jordan is a plus.

  • Computer skills; proficiency in Microsoft Office Suite applications and QuickBooks.


  • Ability to work independently, prioritize tasks, and meet deadlines.

  • Fluency in English and Arabic.
