Management Sciences for Health (MSH) is seeking a Deputy Chief of Party for a potential 5-year Primary Health Care Activity program in Jordan. This project will include a package of interventions to strengthen biosecurity and safety, address antimicrobial resistance (AMR), and prevent and respond to emerging threats through building One Health capacities that incorporate linkages between human, animal, and environmental health. OVERALL RESPONSIBILITIES



The DCOP/TD will provide technical leadership and steer the strategic direction for the project. S/he manages the technical aspects of the project’s scope of work and contributes significantly to the effective and timely implementation of the project.S/he will be responsible for providing leadership for integrated health program’s technical areas including:Global Health Security, Primary Health Care, and Health Systems Strengthening.S/he will support the COP, the DFA and M&E Director as part of the Senior Leadership Team (SLT). The DCOP will oversee the Technical Leads in the field office.



S/he will be the main person to receive the evidence (from inside or outside the project), analyze it with support from the M&E director, and provide the COP with strategic choices.The DCOP/TDwill set a positive tone for the entire project and inspire technical staff to apply national and internationally accepted technical norms and standards and best practices for timely delivery of high-qualityservices. S/he will support the Chief of Party in the design, roll-out, and day-to-day management and implementation of interventions.



SPECIFIC RESPONSIBILITIES



  • Design and implement programs to strengthen and scale up integrated community-based and health facility programs to increase access to and the quality of surveillance, antimicrobial stewardship (AMS), and infection prevention and control (IPC)

  • Under the leadership of the Project Director the DCOP/ Technical Director will be responsible for key documentation required by the MOH and/or USAID. These will include, but not be limited to, annual progress reports, annual work plans, and other documentation needed or required to demonstrate program progress.

  • S/he will be the immediate supervisor of the Technical Leads for each of the key components of the projectand will help process all technical work and ensure that the different components operate in an integrated fashion. 

  • The DCOP/Technical Director will work with MOH, JCDC, and provincial and district health teams to strengthen the health system and workforce (with resulting positive impact on health), and will help the project to reinforce good governance and improve productivity 

  • In addition, the DCOP/Technical Director will participate in developing site selection strategies and criteria, and in developing and defining operational performance indicators. 

  • S/he will oversee adapting and applying tools and develop comprehensive performance incentive matrices.

  • S/he will participate in negotiating and implementing performance contracts; developing and implementing monitoring and verification procedures; and aggregating, analyzing and reporting system-wide performance data. 

  • S/he may also serve as acting Project Director during absences of Project Director.

  • The DCOP/ Technical Director will coordinate, in collaboration with the Project Director, the USG and other MOH partners’ technical assistance needs and, in collaboration with the Project Director providetechnical leadership on content and approach in those program elements which are aligned with his or her particular technicalexpertise, and play a leading role in coordination of technical forums
  • Coordinate the project’s work with the private sector.


QUALIFICATIONS


  • An advanced degree in public health, or a relevant discipline. Clinical training is considered an added advantage.

  • Minimum of ten (10) years of experience in leading or advising complex health care services or public health programs in developing countries. Previous work experience in Jordan is required.  

  • S/he shall have demonstrated technical knowledge and experience managing and overseeing national level/country-wide public health programs in the flagship areas of IPC, AMS, GHS, and health system strengthening

  • S/he shall have demonstrated sufficient diplomatic, management and interpersonal communication skills


  • Familiarity with the structure, systems and policies of the health sector in Jordan or of close collaboration with the Ministry of Health and JCDC.

  • Demonstrated ability to build and maintain effective working relationships with donors, project stakeholders, in-country collaborators, and staff at all levels of the organization.

  • Must be an effective public speaker; able to present to small groups as well as larger audiences that could include donors, partners and/or staff.

  • Excellent cross-cultural interpersonal skills. Proven ability to interact professionally with culturally and linguistically diverse staff, clients and consultants.

  • Able to travel to provinces, as the security situation allows. 

  • Fluent English and Arabic is required.
