Job Description
International Business & Technical Consultants, Inc. Overview: IBTCI is seeking a
Chief of Party (COP) for the Department of State funded West-Bank, Gaza, Lebanon, Third-party Monitoring Services for Humanitarian Assistance to Palestinians Activity. The project aims to support PRM’s ongoing oversight of humanitarian assistance for Palestinians in Gaza, West Bank, and Lebanon through in-person and remote observation of implementing partners’ (IPs) program activities and through the collection and independent analysis of partner performance and risk management data.
The Chief of Party will oversee all aspects of the project, ensuring high-quality and timely delivery of project results while fostering a collaborative and innovative environment for team members and stakeholders.
This position will be based in Jordan, or other locations in the MENA region, and is contingent upon award.
Responsibilities
Essential Duties/Tasks and Responsibilities:
Provision of main point of contact and liaison with PRM COR and PRM Program teams. Liaise with PRM-funded implementing partners and other relevant stakeholders at the field level. Oversee proper implementation, adequate monitoring, and sufficient coordination of all field activities Track and assess program-related and external developments closely at the field level to provide progress reports to the PRM COR and Program staff. Ensure robust monitoring and reporting framework into which monitoring operations in the field will feed key information related to program progress and field developments. Review and edit all monthly monitoring reports and other deliverables for PRM for readability, utility, quality, and compliance with contract. Provide DQA. Direct TPM activities in the field. S/he shall be the primarily responsible for deliverables, quality control, and training efforts in the field.
Qualifications
Minimum Requirements:
Minimum 10 years of management experience, including managing complex field operations, ideally similar third-party monitoring/data collection efforts in challenging operating environments. Minimum 7 years of experience work on humanitarian or refugee issues. Strong understanding of monitoring and evaluation, and data collection processes. Strong understanding of cultural, political, and social issues in the region. Fluency in English. Arabic language a plus. Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency required. Ability and willingness to work for extended periods in insecure and diverse environments. Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket. In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.
Education: A bachelor’s degree in international affairs, social science, Statistics, or a related field. A master's degree is preferred.
Preferred Knowledge, Skills and Abilities: Knowledge of the local context, including local governance and operational challenges in fragile environments. Proficiency in Arabic is strongly preferred. Experience working with USAID Missions in the Middle East or conflict-affected regions. Familiarity with MEL methodologies, tools, and utilization-focused learning approaches. Experience leading large, complex TPM projects that are national or international in scope.
Working Environment: Work is typically performed in an office environment.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does have supervisory responsibilities.
Travel: Travel is essential and may include travel to fragile and conflict-affected areas. An average of 25%-35% travel for project implementation and/or project management duties. Percentages may vary depending on IBTCI business needs.
