Receives, transmits or relays security and safety messages and information on behalf of the Designated Official/Area Security Coordinator/Senior Security Personnel (as applicable) via all identified means of communication to personnel. Escalates situation upon receipt of notifications of security and safety incidents via the appropriate and defined channels for follow-up and support. Monitors the movement of field missions, using the SCS and Vehicle Tracking System (VTS), as defined by the Security Risk Management (SRM) process and appropriate local standard operating procedures (SOPs); Report immediately to the Head of SOC or Officer in charge of the SOC and to the affected AFP Security in the event tracking device panic button is activated. Monitor all radio channels and respond to all calls or observation and promptly notify to OIC SOC. Identify and verify exact location of all radio interferences, incidents and accidents reported or detected and immediately report to OIC SOC. Monitor news and relay breaking news to Head of SOC or OIC immediately if there is any impact on UN personnel. Notify all UN personnel on potential security threats and security advisories through broadcasts. Track all movements of UN personnel and UN vehicles in the mission area using available devices in the radio room and record the activities in the vehicle tracking log. File all completed vehicle movement tracking logs in the designated folder. Maintain radio contact with all radio users, base stations and vehicles operating on the radio network(s). Ensure efficient communications and information flow for UNAMI and UNCT. Respond to all type of emergencies and make sure to understand and follow the “actions on” instructions. Assist UN personnel in relaying messages in cases of failure of direct communication. Ensure all network users are complying with standard radio procedures and that call signs and radio discipline are strictly maintained. Conduct radio checks in accordance with the radio check procedures and submit the statistics of the radio check to OIC SOC. Conduct weekly international staff headcount and national staff welfare checks. Ensure that all messages received are relayed immediately to the addresses. Check SOC radio room email at least once every 15 min and take appropriate action. Be familiar with the operations of equipment assigned to SOC and ensure all is in proper working condition. Liaise with other SOCs and maintain contact information databases such as call signs, selcalls, email and telephone numbers. Continually check and update contact information of UN personnel and visitors within the mission area. Assist in ensuring accountability of personnel under the warden system. Brief the incoming SOC operator of all events, especially on action taken regarding pending cases and what to expect during handover and takeover of duties. Brief the incoming SOC operator on the number of vehicles tracked during your shift and the messages received. Safekeep Armory, Safe rooms, conference, and CPU convoy keys along with so there is 24/7 access to it when needed. Provide call signs information and telephone directory assistance services for users when required. Report to OIC SOC, All loss, damage, or theft of radio equipment and any security breaches on UN radio networks. Ensure that copies of Mission Monitoring Sheets, vehicle tracking log sheets, etc. are available for daily operations and saved on Teams in proper folders. Verify that all information required for movement monitoring and make sure that all information is obtained and is registered in the Mission Monitoring Sheet. Prior to and during the mission, the SOC will notify the Mission Team Leader of the latest security information or incidents on the planned route. In conjunction with the TRIP clearance, give the final “go-ahead” for missions to depart and report missions departing without the official “go-ahead” to the ASA. Follow up with the missions’ position and arrival reporting. Record all communications (or “calls”), whether successful or not, position reports (in the case of manual movement reporting), and key messages related to the missions in the Mission Monitoring Sheet. Facilitate initial support and information to the mission in case of need (e.g. contact police or medical support) as per SOP. Immediately report any incidents or accidents to the Head of SOC or OIC and ASA. Prepare a daily movement summary report (including reports of non-compliance). If a Secondary Monitoring SOC is used for the movement monitoring, verify that the Secondary Monitoring SOC has all data related to the mission movement prior to the operational handover and, at any given time, can take over the mission monitoring. This also applies in reverse where the Secondary Monitoring SOC is handing the movement monitoring back to the Primary Monitoring SOC.
