Job Summary:


On behalf of our client, we are currently seeking an Operations & Maintenance Consultancy Refinery Director tojoin the Technip Energies team on a one year contract basis with a possible one year option to extend a 2nd year.  The project assignment is located in Karbala, Iraq.  The client wants only candidates from North America - specifically with management experience in running refineries and with IOCs. Chemical or Process Background.  Experience working in the Middle East is a plus.  


About the opportunity we offer:


As OMC Refinery Director, candidate will be responsible for assisting and advising the OWNER’s Refinery Manager and the organization with the overall safe, reliable and efficient continuous operations of the refinery.
 


Successful candidate will be trusted to act as the site representative of Technip Energies for the Client.  Manage a site team of experienced consultants and subject matter experts to monitor and oversee all daily operations of the plant from production and maintenance while ensuring policies and procedures are followed.



Identify the root causes of client safety and productivity challenges by analysing a range of metrics and observations, and create, communicate and implement solutions.


The OMC Refinery Director will lead the delivery of solutions in safety culture and / or behavioral based safety; PSM; or operational excellence.  Develop work plans, mobilizing the team to deliver effectively, managing contract performance and cultivating client relationships.


Starting Date: By June 30, 2025

Qualifications: 


  • Engineering degree, preferred Process/Chemistry background
  • 20 years of experience in O&M for process industries including 15 years in Refineries Operations, ideally in IOC
  • Proven work experience as a refinery Manager for a minimum of 5 years
  • Strong knowledge of IOC Operational Management System
  • Management experience of operations of process plants/refineries
  • Strong safety culture 
  • International mobility and very strong adaptation skills 
  • Strong knowledge/know-how of O&M contracting processes and digital solutions 
  • Excellent management skills, ability to manage diverse teams in complex environment and guide them to achieve objectives 
  • Ability to manage complex projects and situations from end to end for small or large engagements 
  • Demonstrated experience and an understanding of the operational issues in industries such as Oil & Gas, Power & Utilities, Chemicals 
  • Understanding of O&M challenges of Main units in Refinery (Naphta, CDU, FCC, hydrocracker, steam reforming) 
  • Deep understanding of subject matters around safety or operational excellence, and ability to leverage it externally (ie advising clients) 
  • Excellent communication, analytical, and problem-solving skills 
  • Knowledge of business and management principles (contract, budgeting, strategic planning, resource allocation and human resources) 
  • Familiarity with industry standards and technical expertise 
  • Significant Experience in Optimization/rationalization of costs (OPEX) with proven results

Languages: Fluency in Spoken and Written English Required
