Overview and Functions of Post The UNESCO Office in Iraq is implementing the Phase III of the project Reviving Mosul and Basrah Old Cities. The aim of Phase III of the project is to create the right conditions for local stakeholders to take over the process of urban and cultural revitalization by supporting them to develop policy frameworks while building up capacities at each step of the process: decision makers, community representatives, academics, technical agents, and workers involved in the recovery of the Old Cities and the promotion of their cultural life.
The specific objective of Phase III is the creation of jobs in Mosul and Basrah driven by the endogenous reconstruction of the built heritage of the Old Cities and by a revived cultural life led by local stakeholders. Four project outputs articulate the activities of the project:
1. The increased ability of the Public and Private Sectors to engage and participate in the urban heritage recovery process of Mosul and Basrah.
2. The improved technical skills of the stakeholders involved in the reconstruction and rehabilitation of Mosul and Basrah’s urban heritage.
3. The recovery of the Old Cities of Mosul and Basrah driven by the reconstruction and rehabilitation of heritage buildings and spaces.
4. A revived cultural life contributing to community engagement, social cohesion, awareness raising, income generation and job creation.
Long Description
The project will focus on youth employment and building the capacity of the institutions and actors, public and private, involved in the rehabilitation and safeguard of cultural heritage assets.
UNESCO is seeking a highly qualified Mechanical Engineer to join its team in Basrah.

Main duties and responsibilities: Under the overall authority and supervision of the Head of Culture Unit/Programme Specialist, of the Senior Project Officer, and the direct supervision of the Senior Architecture Advisor and Basrah Team Leader, the incumbent will assist in the implementation of the technical components of the project in Basrah:
The Mechanical Engineer will be responsible for providing the complete documentation of existing and project Mechanical, Water and Sanitary Sewer Plumbing works associated with the UNESCO rehabilitation projects in Basrah. Plan and design the Mechanical and Plumbing systems for rehabilitated buildings and facilities. Perform Mechanical and Plumbing design analyses and calculation. Will be responsible for the preparation of final detailed working drawings, comparative cost analysis, and project specifications for a wide variety of rehabilitation projects. Provide support to the work groups/ design team and help them identify conflicts between MEP installations/ requirements and architectural design. Prepare design calculations in accordance with international guidelines and support the UNESCO Architecture Team in executing the designs. Provide design, including all calculations, equipment sizing, system layout, and performance specifications for Mechanical and Plumbing systems. Research, prepare and present coordinated design options with other design disciplines. Review drawings and research code issues to comply with established regulations. Ensure team outputs meet the required standards and meet agreed deadlines. Prior to the start of works, checks the supplier's material and technical documentation delivery schedule. Check that the same is in line with construction schedules and contractual commitments. Supervise field tests of all plumbing systems to ensure that they are in working condition.
Perform inspections and sign the necessary certificates as per Site Inspection Plans. Detect any design errors and make the necessary changes with the Site Architect/ Engineer, if required. Perform any other duties assigned by the UNESCO Team leader or Management.

Required Qualifications Academic qualifications
• Bachelor’s Degree in Mechanical Engineering required.
• An advanced degree (Master's or PhD) in Mechanical Engineering is desirable.
Work experience
• At least 5 years of related work experience in Mechanical/ Plumbing Engineering is required.
Competencies and Skills
Strong understanding of Mechanical/ Plumbing principles and fundamentals including design principles, machine elements, materials, fabrication methods, and integration and testing Experience in engineering and designing of the following mechanical systems:

HVAC Systems, including building load calculations, energy simulation and analysis, equipment sizing and selection, steam and hydronic hearing, chilled water cooling and ducted air distribution systems.

Plumbing Systems, including domestic hot and cold water, sanitary waste and vent, acid wash and vent, and storm water systems. Experience should also include domestic water heating, sump and sewage ejector sizing and selection.

Temperature Control Systems, including pneumatic and electronic actuated systems. Direct Digital Controls and have a good working knowledge of systems options and control strategies.
Proficiency in AutoCAD and other software to perform complex calculations. Proficiency with Building and Energy Codes and Standards. Team-oriented, problem-solving skills and decision-making ability. The ability to organize work and multi-task. Detail oriented, self-motivated, enthusiastic and flexible. Good written and verbal communication skills and strong organizational skills. A good knowledge of English as a language of professional work and communication
Language requirement
• Excellent knowledge of spoken and written English and Arabic is required.
• Knowledge of any other UN language (French, Spanish, Chinese, Russian) is desirable.
