HSE and Quality Manager ( HSEQ ) (Quality) 

We are looking for an HSE and Quality Manager ( HSEQ ) with the following details :

Work Location : Basra, Iraq ( site based )

Work Status : Rotation, 4 weeks ON – 4 weeks OFF ( 7 days a week )

Start date: April 2025

Duration: 1 year with potential 1 year extension

Qualifications/Experience required : 

• Professional Experience (number of years): 15 - 20
• Bachelor’s degree in quality, engineering, or construction field.
• Specialized in Welding, NDT and/or Testing is a plus.
• 15 years of experience in the oil industry, with significant experience in Quality Assurance, Quality Control and HSE management.
• Management skills. Previous experience as QHSE Manager, You have proven knowledge of Change Management.
• Skills in communication, team leading & and motivation have been appreciated in previous positions.
• Spirit of analysis, rigor, organization, initiative, pragmatism.
• Team player with ability to work collaboratively across complex project teams and interface between interdisciplinary departments and within an international team.
• Fluent in English, Arabic is a plus

Activities :

• Quality Assurance and Quality Control missions are:
• Monitor and analyze quality data to identify areas for improvement and implement corrective actions.
• Compile and analyze information regarding COMPANY goods and services.
• Understand Iraqi, Company and International laws that apply to the sector.
• Have the ability to discuss quality standards and how to accomplish them.
• Working with management teams to provide recommendations and solutions to quality issues
• Reporting on the quality of products and/or services throughout all phases of production
• Quality audits
• Assessing and reviewing all materials provided by suppliers to ensure overall quality (including inspections during all the phases)
• Investigating root causes of defects and recommending solutions for quality issues
• Onboarding and training new quality control team members

Health, Safety and Environment missions are:

• Interfacing with Security, ERW and Safety to ensure that all the pre-requisites are granted to ensure the execution of the work in smooth way.
• Establish and maintain HSE Road Map for the Project and guidelines in accordance with TEEPRH Standards.
• Provide HSE leadership and guidance to project teams and contractors to promote a culture of safety and environmental responsibility.
• Coordinate and participate in incident investigations to identify root causes and recommend preventive measures.
• Integrate all elements of the project pertaining to his activities with utmost respect for the environmental and societal situation, also ensuring technical and execution risk are ALARP;
• Achieve all the HSE studies to get the permits needed to construct and operate the Project.
• Ensure the respect of ESHIA, commitments, and management plans
• Deliver studies and implement action plan that comply to TEEPRH Standards,
• Manage the development and implementation of a HSE management system.
• Provide material evidence of the Phase1 HSE leadership to develop the acceptability of Phase1 Project.
• Respect of the planning with regards to permitting matters.
• Build, manage and provide H3SE Management support and expertise for the development of Phase1 project establishing procedures, operating policies to mitigate the risks and achieve the best return on investment in a cost-effective manner while keeping timely delivery of the project,
• Review the Project and Contractors HSE procedures and guidelines and ensure that they are properly applied;
• Ensure the improvement of HSE practices across the project and its Contactor
• Ensure the respect of TTE golden rules
• Develop, update, and monitor HSE procedures, policies, and practices;
• Train Project Personnel on accident and injury prevention, product and process safety, and good work practices;
• Ensure that people at site are properly trained
• Onboarding and training team members
• Assess and prevent health and safety risks and apply appropriate corrective measures;
• Carry out internal and external audits on compliance and QHSE good practices;
• Ensure that measures taken to improve HSE compliance are respected;
• Provide regular reports and updates to the Project management on the implementation and monitoring of HSE procedures;
• Actively participate in the continuous improvement of HSE practices;
• Enforce and apply the regulations, laws and standards in force regarding HSE.

Goals

• The QHSE Manager is responsible for ensuring the proper application of quality, health, safety and environmental (QHSE) standards within the organization. This manager must ensure that the company's QHSE policy is followed and implement the necessary measures to ensure the proper functioning of activities and services.
• The QHSE Manager is responsible for developing and implementing procedures for inspecting, testing, and evaluating the quality of products in accordance with the company's standards, Quality monitoring activities for several construction contracts, including planning of surveillance, and implementation by Contractors of Quality control plans (ITP: Inspection Test Plan), monitoring of all Quality control and surveillance activities.
