We work to reduce violence and protect civilians in countries affected by violent conflict and its aftermath and to help transform the world’s response to conflict situations.


JOB PURPOSE:


The Finance Manager is responsible for financial management; financial reporting, accounting, funds management, preparing donor finance reports and contributing to fraud control procedures. The Finance Department ensures compliance with donor regulations as well as Nonviolent Peaceforce internal policies and procedures. In its role as a support to the Programs and other Departments, the Finance Department provides timely reports and assistance to all departments and to HQ to ensure that financial resources are used efficiently and effectively.


KEY OBJECTIVES/RESPONSIBILITIES:


  • Ensure effective, transparent use of financial resources in compliance with donor policies and procedures.
  • Provide guidance and training to NPIQ staff on financial policies and procedures as necessary.
  • Ensuring the timely keeping of financial information and maintaining all financial records for grants and for the organization.
  • Prepare accurate and timely financial reports for donors and other stakeholders.
  • Develop and maintain an internal audit mechanism Ensure timely monthly, quarterly and annual closing accounts including necessary reconciliations and analysis.
  • Produce and analysis budget vs. actual BVA reports. In close liaison with the Programme and Operations Teams as well as Head of Mission, review, analysis and monitor budget vs. Actual income and expenditure for grant addressing areas of concern. Coordinate with the operations team to ensure procurement policies and practices are compliant with donor requirements.
  • Provide financial inputs for grants budget development and lead and coordinate the annual budget process for NPIQ.
  • Ensure timely and accurate financial reporting to government authorities.
  • Liaise with and advice Program Team related to the preparation of donor reports and requirements
  • Review, monitor and manage cashflow.
  • Ensure close liaison with NP headquarters and ensure timely submission of monthly, quarterly and annual reports.
  • Flag issues of concern in a timely manner to Head of Mission, HQ and other relevant units.
  • Coordinate audits, including contracting auditors, preparing financial and compliance documents for audits and ensuring that all audit requirements are met.
  • Reviewing month end reports including bank reconciliations, budget vs. actuals reports, A/R, A/P and cash forecast.
  • Maintain real time accounts payable system with monthly submission to HQ.
  • Ensure internal controls are implemented throughout the country programme with a specific focus on ensuring thorough fraud prevention processes and oversight.
  • Manage the country finance team.

QUALIFICATIONS AND COMPETENCIES:


A.     Education, Knowledge and Experience


  • Commitment to the humanitarian principles (humanity, neutrality, impartiality and independence) and the work of Nonviolent Peaceforce
  • Qualification in accounting and finance
  • Experience in finance management with a humanitarian nongovernmental organization
    Experience interpreting and applying accounting standards and procedures, applicable country rules and regulations, and grants management.
  • Experience working in multi-cultural environment
  • Quick Book experience is a significant advantage
