Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Consortium Coordinator in Iraq.
About the Job
The Consortium Coordinator will play a key role in ensuring the effective coordination, technical oversight, and quality assurance of an economic recovery project implemented in the Kurdistan Region of Iraq (KRI) and in Ninewa Governorate (Federal Iraq). The Consortium will be composed of 3 organizations, including DRC as the lead organization with 1 INGO and 1 NGO members. The Consortium Coordinator will be contracted by DRC as grant holder. This position will facilitate collaboration between consortium partners, ensuring alignment of approaches, tools, and methodologies. The Coordinator will lead a technical working group, oversee specific activities such as joint assessments, and ensure harmonized implementation, while also identifying challenges, promoting best practices, and facilitating regular review meetings to track progress, spending, and risk management.
Responsibilities:
Coordinate consortium partners to ensure effective collaboration, communication, and harmonization of approaches across project activities, ensuring alignment with project objectives, timelines, and donor compliance requirements. Provide overall leadership of the Consortium, ensuring that core functions (internal and external coordination, financial oversight and compliance; M&E, donor and reporting, etc.) are carried out in a timely and effective manner. Oversee the development, implementation, and monitoring of standardized templates, tools, guidance, and Standard Operating Procedures (SOPs). Present regular briefings to the Steering Committee and ensure that the Steering Committee members are informed of and consulted on critical issues. Facilitate and/or support technical working groups to promote consistency in technical delivery, MEAL processes, and inclusion considerations across consortium partners. Monitor project progress, identify challenges, and ensure timely implementation of corrective actions while documenting lessons learned and best practices. Lead monthly consortium review meetings to track progress, spending, risk management, and coordination efforts, ensuring clear documentation and follow-up actions. Support consortium partners with technical guidance to ensure the quality and effectiveness of the intervention. With the DRC Country Director and Head of Programme, represent the consortium in relevant coordination forums, policy discussions, and advocacy efforts with donors, authorities, and other key stakeholders. Support the development of project reports, ensuring timely submission with accurate data and insights on achievements, challenges, and adaptations. Facilitate collaborative market system assessments and contribute to the development of joint analysis and strategy recommendations to guide project activities. Close collaboration with MoLSA, DoLSA and vocational training centers in KRI in developing competency-based training (CBT) curriculum for MoLSA vocational training centers. Close collaboration with the consultant in leading to conduct a joint assessment with the consortium partners to identify market gaps and training needs. The consortium coordinator works closely with the consultant, consortium partners and DoLSA VT center staff to review, adapt and/or develop (CBT) curriculum. Coordinate with private sectors and engage them in the project implementation and identifying market demand skills and employment opportunities.
About you
The successful candidate will have coordination experience, with a proven track record in managing economic recovery projects in Iraq and at least 5 years’ experience in an NGO technical and/or coordination position.
Key requirements include:
Demonstrated experience coordinating multi-partner projects or consortia, with a focus on ensuring harmonized approaches, collaborative decision-making, and effective communication between stakeholders. Proven experience in vocational training, business development, grants distribution, cash-for-work programming, and/or similar livelihoods interventions. Strong background in program planning, implementation, and monitoring, with the ability to manage complex projects within tight deadlines. Experience working with a range of donors and knowledge of European donors’ requirements, ideally with GIZ. Experience in implementing MEAL frameworks. Experience in developing training materials and facilitating capacity-building initiatives for staff and partners. Proven ability to engage with local authorities, civil society actors, and donors to advocate project objectives and enhance collaboration. Familiarity with logistics, procurement, finance, and HR management to ensure effective project delivery. Experience incorporating gender, age, and diversity considerations into project design, implementation, and monitoring. Strong decision-making skills with the ability to manage stress, multi-task, and respond effectively to challenges in dynamic environments. Previous experience working in conflict-affected or complex environments, ideally in Iraq, with an understanding of local dynamics. Excellent communication, negotiation and problem-solving capacities. Proven ability to work in conflict-affected or complex environments, ideally in Iraq, with an understanding of local dynamics.
Education:
Master’s in management, Social Sciences, Economics, Development Studies or other relevant field.
Languages:
Fluency in English Kurdish and Arabic highly desirable.
