Job Description

Project Overview :
The Iraq Monitoring, Evaluation, and Learning Activity (IMELA) aims to provide USAID/Iraq with various monitoring, evaluation, and learning (MEL) support services to enhance adaptive management, knowledge sharing, and informed decision-making. The project focuses on fostering collaboration, continuous learning, and strategic adaptation across USAID programming and its implementing partners. IMELA’s key objectives include promoting effective use of MEL insights to address Iraq’s development challenges and improving knowledge management practices.

This position is contingent upon award. Citizens of Iraq are strongly encouraged to apply.



Responsibilities

Essential Duties/Tasks and Responsibilities:



Learning Agenda Development : Design, refine and oversee the implementation of a learning agenda tailored to USAID/Iraq’s priorities and programs. Data Analysis for Adaptive Management : Analyze MEL data and synthesize findings to inform decision-making, adaptive management, and strategic adjustments. CLA Facilitation : Organize and facilitate CLA activities such as workshops, knowledge-sharing events, and learning forums with USAID, implementing partners, and local stakeholders. Knowledge Management : Develop tools, guidelines, and processes for effective knowledge capture, sharing, and utilization across USAID/Iraq and its partners. Capacity Building/Training : Provide training and mentoring to USAID staff, implementing partners, and local counterparts in CLA methodologies, data collection, and knowledge management practices. Performance Monitoring : Support USAID/Iraq in monitoring progress toward learning objectives, recommending adjustments to ensure program success. Stakeholder Engagement : Build and maintain collaborative relationships with USAID, implementing partners, and local stakeholders to foster a culture of learning and adaptation. Other duties as assigned.
Qualifications

Minimum Requirements:



At least 10 years of experience in international MEL, CLA, knowledge management, and research, with a focus on large donor-funded programs (preferably USAID-funded). Master’s degree in International Development, Social Sciences, Organizational Development, or a closely related field. Proven expertise in designing and implementing MEL/CLA frameworks, tools, and strategies. Experience facilitating learning events, knowledge-sharing forums, and adaptive management sessions. Strong ability to synthesize complex data into actionable insights and compelling formats. Demonstrated experience working with USAID and familiarity with its MEL and CLA policies. Fluency in English is required; proficiency in Arabic is strongly preferred. Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency required. Ability and willingness to work for extended periods in insecure and diverse environments. Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket. In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.
Education: Master’s degree in International Development, Social Sciences, Organizational Development, or a closely related field.

Preferred Knowledge, Skills and Abilities:



Experience in Iraq or similar conflict-affected and fragile environments. Expertise in designing data visualizations and human-centered knowledge products. Strong relationship-building skills with diverse stakeholders, including local actors and interagency partners. Knowledge of gender-sensitive and inclusive approaches to development.
Working Environment: Work is typically performed in an office environment.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does have supervisory responsibilities.
Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.
Work Authorization: Candidate must be authorized to work in Iraq.
