Job Purpose
The Buyer/Expeditor will be responsible for sourcing, purchasing, and managing the timely delivery of materials and equipment necessary for the successful execution of the ROO Site Project in Iraq. This role will ensure that all procurement activities align with project requirements, budgets, and schedules, particularly in a Brownfield site environment, where the challenges of existing infrastructure and materials handling are present.
Job Responsibilities
- Source and evaluate suppliers and vendors to procure materials and equipment according to project specifications and budgetary constraints.
- Issue purchase orders and negotiate favorable terms and conditions to ensure quality, delivery times, and pricing align with project goals.
- Coordinate with project teams to determine material requirements and lead times, ensuring timely procurement to meet construction schedules.
- Expedite the delivery of materials and equipment, actively following up with suppliers to prevent delays and resolve any issues that arise.
- Monitor and manage inventory levels, ensuring that stock is maintained at necessary levels to avoid project disruptions.
- Evaluate supplier performance and maintain records of procurement activities, including materials purchased, costs, and delivery schedules.
- Collaborate closely with project management, engineering, and construction teams to ensure alignment on project objectives and resource needs.
- Prepare and maintain purchasing reports and documentation to facilitate clear communication and decision-making within the project team.
- Implement cost-saving initiatives and best practices in procurement processes to enhance efficiency and optimize spending.
- Ensure compliance with health, safety, and environmental regulations associated with material sourcing and management.
Technical Skills
- Proficiency in procurement software and tools (e.g., SAP, Oracle Procurement, or equivalent).
- Strong understanding of supply chain management and procurement processes, particularly in the construction industry.
- Experience with contract negotiation and supplier relationship management.
- Knowledge of industry standards related to materials and equipment procurement.
- Ability to read and interpret technical specifications and drawings.

- Excellent communication and interpersonal skills for effective collaboration with internal teams and external suppliers.
- Strong organizational and time management abilities to handle multiple tasks and prioritize work effectively.

Qualifications
- Bachelor’s degree in Engineering or a related field.
- A minimum of 10 years of relevant experience in purchasing and expediting, preferably in Brownfield construction projects.
Work Environment
This role will be based on-site in Iraq, involving direct engagement with local and international teams.
