Basic Purpose of Job:
Global Treasury (GT) is responsible for overall balance sheet management including credit, interest rate, and liquidity risk management. GT is currently looking for a Vice President within the Liquidity Risk Reporting and Optimization function to lead the change management initiatives within liquidity reporting and data governance function. The person will be responsible for leading multiple change initiatives around the company’s liquidity risk management and optimization frameworks covering activities across the globe, including compliance with the relevant regulations. The position will report to the Liquidity Data Governance Lead.
The Change Management VP will work closely with the India reporting and data governance teams and will work on key Regulatory and Treasury project initiatives primarily around liquidity reporting related changes. Resource should be having sound technical expertise in Reg Reporting domain, with Oracle Database, ETL process, SQL queries, Axiom Reporting experience. The resource is expected to lead all types of data enhancement projects ranging from system migrations, new product rollouts and data quality issue remediation to ensure accuracy in daily reporting responsibilities around multiple key liquidity reports for the Bank (viz. FR2052a, ILST/RLAP, Cashflow Forecasting, Global Stress Testing Dashboards, etc.). and also work closely with broader liquidity management teams at other global locations (Hong Kong, Sydney, Munich, London and Boston) and with other Functions across the institution with operations that impact the the company’s liquidity position.
As project manager this person will be responsible for
- Subject matter expert on Treasury and Finance, Reg Reporting applications and functions providing techno/functional expertise within the Data Governance and Change Management team
- Drive in requirements gathering with upstream business functions and technology partners on database changes, system migrations, new product implementation, strategic remediation to data quality deficiencies.
- Lead projects and programs to support technology delivery aligned to business strategy in Treasury Liquidity domain.
- Provide expert guidance and critical analysis of proposed changes during design reviews and product demos with an eye towards simplicity of design and function
-Additionally support other data governance initiatives like Data Lineage in Collibra, Data Quality Issue management, and improving reporting controls to ensure compliance to BCBS239 principles.
Responsibilities & Tasks Include:
- This resource will work on key Regulatory and Treasury project initiatives primarily around liquidity reporting related changes. Resource should be having sound technical expertise in Reg Reporting domain, with Oracle Database, ETL process, SQL queries, Axiom Reporting experience.
- Possess strong tech skillset/experience in PL/SQL, Oracle databases, Python and project management process (agile, team player). This would require competency in all aspects of SDLC, and work with teams across the globe and be able to handle lead responsibility towards the project execution.
- Subject matter expert on Treasury and Finance, Reg Reporting applications and functions providing techno/functional leadership to the delivery team
- Partner with the information technology team to improve data sourcing in Axiom environment and also in upstream databases and repositories.
- Develop expertise in the bank’s liquidity risk management frameworks and governing regulations
- Coordinate with the broader liquidity management team to ensure consistency of data sourcing and reports
- Work with internal stakeholders and team members to expand and improve the data quality and accuracy of reporting and reduce any tactical workarounds in place through strategic remediations.
- Lead the team through corporate audit and regulatory exams; lead issue self-identification efforts and promote a culture of risk excellence
- Support/Lead troubleshooting and remediation of reporting/processing issues, as needed
- Ongoing evaluation of compliance with key regulatory regimes, new activity impact assessments and approvals, engagement with key committees and governing bodies, and maintenance of key policies and procedures
Education and Experience:
- Minimum relevant experience of 15 years in fields of Treasury Liquidity Reporting, Regulatory Reporting change/project management, Axiom development.
- Masters Degree in Finance from a tier one institution or CA/CPA will be preferable.
- Change/Project Management Business Analyst experience in regulatory reporting area required
Skills/ Knowledge:
- 10+ years of experience in professional database development for Finance and Regulatory reports and/or Treasury Liquidity domain
- Hands on technical experience working with finance technology including Axiom, Oracle Databases, Spotfire and data management solutions and BI Tools.
- Knowledge of regulatory reporting requirements specific to the Financial Services industry along with excellent Project Management skills
- Excellent written, verbal communication and time management skills
- Ability to effectively manage senior stakeholders, including both internal management and regulators
- Ability to multi-task, manage priorities, work independently while maintaining attention to detail and meet deadlines in a demanding and deadline-oriented environment
- Ability to proactively resolve issues or conflicts by working with senior business partners from other areas within or outside of GT
