The Government of India’s flagship schemes KCC/MISS and Pradhan Mantri Fasal Bima Yojana (PMFBY) have become important tools to strengthen the resilience of Indian farmers. The schemes ensure maximum benefits for the farmers by providing credit under 5 categories and financial risk protection against natural calamities and catastrophic events including pests, climate uncertainties and environmental shocks. To address agrarian distress, the Kisan Credit Card/ Modified Interest Subvention Scheme (MISS) was introduced by the Government of India to provide cheap and hassle- free credit for millions of farmers and to ensure continued investment into agriculture to bring in mechanization, modernize agriculture practices and eventually enhance productivity. Additionally, PMFBY also provides comprehensive risk coverage for the entire crop cycle, PMFBY also enables direct claim transfer into farmers’ accounts through e-remittance.


UNDP’s Country Programme Document (2023-2027) intended Outcome 2 states that “By 2027, people will benefit from and contribute to sustainable and inclusive growth through higher productivity, competitiveness and diversification in economic activities that create decent work, livelihoods, and income particularly for youth and women”. UNDP leverages its expertise in systems strengthening to support the Ministry of Agriculture & Farmer’s Welfare (MoA&FW) through setting up of a Central Program Management Unit (CPMU) for the implementation of PMFBY and KCC, to improve institutional and programme responsiveness, increase coverage and better access among marginalized and excluded farm households, offering innovative measures and support mechanisms for Agri-value chain financing. The PMU will also focus on providing Capacity Building and Training support to participating state-level government departments involved in PMFBY and KCC and advancing the scheme among new states for improved uptake.


Duties and Responsibilities
The Technical Support and Training Associate will work under the overall guidance and supervision of the Capacity Building and Content Development Analyst. S/He will ensure engagement of all direct stakeholders and delivery of project objectives, in coordination with the Joint Secretary & CEO, DoA & FW, MoA & FW when needed.    
 
Capacity Building and Training Needs Assessment    
  • Conduct comprehensive training needs analysis to identify skill gaps in PMFBY/RWBCIS, agriculture credit, and value chains.
  • Focused domain area - Learning Management System and Content Development pertaining to PMFBY/RWBCIS, Agriculture Credit and Value Chain.
  • Identify training needs and skill gaps and design targeted training programs to 
    address them.
  • Contribute to assessing the effectiveness of training programs

Learning Management System (LMS) Administration and Optimization


  • Overall management of LMS and ensure its functioning and updating.
  • Work on training content for knowledge repository and trainings through LMS.

Specialized Content Development 


  • Develop a well-written and comprehensive training content in different formats, ensuring clarity and alignment with learning objectives.
  • Design visually engaging and interactive training materials including infographic, interactive/engaging audio video etc. to enhance learner engagement.  
  • Create and refine Scripts for video tutorials and collaborate in the production of concise, effective training videos.
  • Write organize and edit content training materials.
  • Develop a range of supporting materials such as handouts, checklists, manuals, tests/quizzes, presentations, scripts, video, audio, etc. 
  • Produce, edit, and deliver engaging training content through web-based, instructor-led, and virtual classroom learning formats.

Strategic Partnerships 


  • Collaborate with Apex/Training Institutes and other stakeholders to expand the network of Master Trainers and Resource Persons.
  • Collaborate with various partners to enhance the training curriculum and effectiveness.

Organizing Trainings, Events


  • Support in organizing trainings/conferences/workshops/meetings etc. 
  • Create detailed agendas and session outlines that provide a clear structure for the event.
  • Compile reports summarizing the event’s/trainings outcomes, participant feedback, and any lessons learned

Required Skills and Experience
Education:
  • Secondary education is required.
  • University degree (Bachelor’s Degree) in Agriculture Business, Instructional Design, Education, Communications, or a related discipline will be given due consideration but is not a requirement.

Experience:
  • Minimum 7 years (with Secondary Education/High School) or 4 years (with Bachelor’s Degree) of demonstrable experience in learning management systems and e- learning technology, development and implantation of E-Learning systems, content development and methodology standards and practices in preferably agriculture/insurance/finance/banking sector in India or internationally.
  • Additional years of demonstrable experience in handling learning management systems and e-learning technology, development and implantation of E-Learning systems, content development and methodology standards and practices in preferably agriculture/ insurance/finance/banking sector in India or internationally.
  • Relevant experience at the national level working with Governments and private entities in the insurance/finance/Banking sector.
  • Experience of working on interactive content development including video creation, image editing and related fields.
  • Strong understanding of extension methods in communicating with different set of stakeholders.
  • Direct working experience in the design and implementation of awareness/education and training programs for farmers.
  • Relevant Experience at the    national level working    with Governments and private entities in the insurance sector.
  • Sound Technical Knowledge in the design and implementation of financial literacy and crop insurance awareness/education and training programs for resource poor farmers.
  • Broad based knowledge current rural insurance and finance, outreach to insurers and implementing agencies, farmers.
  • Knowledge of Agriculture Insurance national policies and existing schemes, regulatory laws related to crop insurance, related concepts, policies and practices.
  • Demonstrates substantive and technical knowledge to meet responsibilities and requirements of the post with excellence.
  • Possesses the capacity for strategic planning, result – based management and reporting

Required languages:


  • Fluency in English and Hindi is required.
