Role Specification 


The Position: 


The Adolescent and Youth Program Analyst provides technical assistance and support in managing the Adolescent & Youth Team's work at the Country Office in Delhi. This position will focus on strengthening various national and state-level adolescent and youth health policies and programs implemented by different ministries, with the aim of empowering adolescents and young people to accelerate the achievement of the ICPD Programme of Action and Agenda 2030. The program Analyst will offer technical and policy advice in these specialized areas and help strategically position UNFPA’s work, ensuring alignment with other UNFPA program components, including sexual and reproductive health, gender, resource mobilization, and population dynamics. The position will report directly to the National Adolescent and Youth Specialist at the Country Office in New Delhi.

Main Tasks & Responsibilities


 Job Purpose:


UNFPA has been a partner to the Government of India and its people since 1974 and is now implementing its 10th five-year Country Programme (2023-2027). The Country Programme leverages large-scale government initiatives to address the health, development, and well-being needs of adolescents and young people through flagship programs such as Rashtriya Kishor Swasthya Karyakram (RKSK), the School Health & Wellness Program (SHWP), the Scheme for Adolescent Girls (SAG), and Nehru Yuva Kendra Sangathan (NYKS), among others.


UNFPA remains a trusted and valuable partner to the ministries like health, education , tribal affairs and youth affairs & sports. The organisation is collaborating with the Ministries of Health and Education, supporting the rollout and institutionalization of the Comprehensive School Health Programme. The organization's technical support to strengthen on-ground implementation of the Rashtriya Kishor Swasthya Karyakram (National Adolescent Health Programme) is well-recognized. While working with national government programmes, UNFPA also designs interventions to demonstrate innovative ways to reach adolescents from the most marginalized communities.


UNFPA aims to advance the rights of young people, particularly adolescent girls, by improving their access to information, life skills, and essential services, empowering them to make informed decisions about their lives. The programme seeks to reimagine young people's roles, promote their responsible participation and civic engagement, and unleash their full potential as agents of positive transformation in their communities and society at large.


In this role, you will manage the adolescent and youth programme at the Country Office, providing high-quality technical assistance, developing concept notes and proposals for resource mobilization, introducing innovations to accelerate results, and overseeing results-based programme management. You will strengthen partnerships, build strategic alliances for advocacy, provide policy advice, and leverage financial and technical resources for the accelerated achievement of UNFPA's transformative goals and the ICPD Programme of Action. Additionally, you will engage with other programme units at the national level.


You would be responsible for:


1.  Programme Management and Coordination:


  • Support the implementation of UNFPA-supported programs in adolescents and youth, applying relevant strategies and interventions tailored to the country context to achieve Country Programme results.
  • Ensure the application of corporate program policies and procedures, including those related to budget management, monitoring, and oversight.
  • Contribute to the formulation of annual work plans for the Country and State Offices in the area of adolescents and youth, ensuring the integration and contextualization of best practices and the latest scientific knowledge in adolescent and youth development.
  • Monitor the day-to-day implementation of work plans managed by the Country Office through regular consultations with implementing partners and field visits.
  • Provide technical inputs and oversight to adolescent and youth work plans managed by the State Offices on a regular basis.
  • Contribute to preparedness and response efforts for humanitarian crises at the national level, ensuring that the needs of adolescents and young people from marginalized communities are adequately addressed. 

2. Policy Dialogue and Technical Support:


  • Contribute to policy dialogue with government counterparts, UN agencies, and other development partners at the national level by preparing technical briefs, evidence-based materials, and data to advocate for policies and budget allocations for programs targeting adolescents and youth.
  • Stay informed about UNFPA's corporate technical and program policies and guidelines on adolescent and youth programming, including emerging areas such as addressing the needs of adolescents with disabilities and incorporating digital and technology-based innovations. Assess the implications of new program and policy developments and ensure they are integrated into the programs and policies developed and implemented by the Country Office.
  • Stay connected with national and international technical communities of practice, ensuring that new ideas, best practices, and scientific evidence in adolescent and youth development are appropriately contextualized and applied.
  • Develop evidence-based policy briefs to support advocacy efforts related to adolescent and youth health and well-being programs and policies.
  • Apply rights-based, gender-responsive, inclusive, and results-based approaches to program design, implementation, and reporting.
  • Establish and nurture collaboration and partnerships with technical networks focused on adolescent and youth development and gender equality.
  • Provide technical input in the development of training resource materials for key stakeholders on adolescent and youth health and well-being.
  • Support the delivery of technical sessions for capacity-building efforts aimed at national and state-level stakeholders on adolescent and youth-responsive health and well-being services.
  • Offer ongoing support to adolescent and youth consultants working with the state offices by sharing updates and organizing learning sessions. 

3.  Advocacy and Resource Mobilization:


  • Represent UNFPA in meetings with senior and technical government officials, as well as with multilateral and bilateral agencies and non-governmental organizations. Maintain healthy and collaborative relationships while advocating for the participation and inclusion of adolescents and youth, and promoting gender equality.
  • Provide technical support to the national office in developing a youth coalition to advance the empowerment agenda for adolescents and young people in the country.
  • Offer technical input for the Country Office's advocacy efforts, contributing to project summaries, conference papers, speeches, and briefs for donors and high-level visitors.
  • Contribute evidence-based technical inputs to advocacy messages that highlight the rights and needs of women and young people, especially girls, in the respective state.
  • Support the Country Office's resource mobilization initiatives by identifying opportunities to leverage funding from the government and private sector, and providing technical inputs for concept notes and proposal writing.
  • Assist in the Country Office's communication efforts by supplying relevant state-level materials. 

Carry out any other duties as may be required by UNFPA leadership. 


 Qualifications and Experience


Education: 


Advanced degree in Public Health, Social Work, Public Health,  public policy, Sociology, Health & Hospital Management, Development Management, or related disciplines.


 Knowledge and Experience:


  • Minimum 2 years of progressively responsible professional experience in managing development programs, with mandatory experience in managing adolescent and youth programs.
  • Demonstrable technical expertise in adolescent and youth development, including civic engagement.
  • Strong technical understanding of life skills education, including comprehensive sexuality education programs in both school and community settings.
  • In-depth understanding of reproductive rights and gender equality, particularly in policy and program formulation, implementation, and monitoring.
  • Proven experience in coordinating and managing multi-disciplinary teams of experts and consultants.
  • Ability to effectively communicate technical or complex issues in a clear and concise manner to diverse, non-technical audiences.
  • Demonstrated ability to network and build partnerships with civil society and youth networks.
  • Possess excellent emotional intelligence, interpersonal, negotiation, intercultural communication skills, and political acumen. 

Languages:


Fluency in Hindi and English is mandatory. Working knowledge of other Indian languages will be an added advantage.
