Job Description:


Shell India CR is looking for an experienced Government Relations (GR) professional to join the CR leadership team to manage and lead its new GR/Policy team.


Where you fit


The Corporate Relations function connects Shell to the world and the world to Shell. Its role is to build trust and strengthen connections internally and externally to help make Powering Progress a reality.


Corporate Relations monitors what is happening in the outside world and brings relevant information back inside Shell to help make informed, timely and appropriate decisions. At the same time, we take the expertise, value, and vision of Shell to the outside world to work with and influence key stakeholders across society, business and government.


In this role, you report to the Head of CR India and will be entrusted with being the key interface to the business and the country chair organization through advising in all strategic and conceptual aspects of the business and improving policy and advocacy (P&A) outcomes. Your team, the GR/ Policy Team is responsible for helping develop policy and strategy on a range of issues, and manage Shell’s interactions with Indian policy makers, Central and State governments, think tanks, industry associations and other key stakeholders on a day-to-day basis.


What’s the role?


As GR/Policy Manager, you are responsible for supporting the business through P&A outcomes and stakeholder management (including building stakeholder relationships that promote our license to operate).


Moreover, you serve as the lead on a wide range of political and international issues including change in government policies that impact our business, investment climates and reputation. Driven by a keen focus on the needs of the business, the aim is to help deliver business value through building and leveraging a positive reputation and minimizing risks through early warning and effective advocacy.


The wide-ranging leadership role will work with the Head of CR India and CR leadership team to build high performance across:


  • the five foundational CR competencies: Leadership Mindset & Behaviours; HSSE; E&C; Business & Professional Skills; Business Partnering; and
  • eight core CR functional competencies: Brand Development, Create Great Content, Crisis Management, Policy & Advocacy, Social Performance, Stakeholder Relationships, Reputation & Risk Management; Internal Communications.

Further accountabilities are as follows:


  • Work to identify top strategic issues & initiatives which impact Shell’s reputation both in terms of risks and opportunities for all lines of business.
  • Focus on building and managing networks of key stakeholders in major influence locations in India; and on supporting strategic projects.
  • Track, monitor and analyze important legislations and policies related and share regular intelligence with CR and the business
  • Prepare advocacy strategies and implement by aligning business objectives with government’s policy priorities.
  • Independently represent Shell’s position with government, policy makers and regulatory authorities at the senior most levels
  • Develop and maintain effective relationships with multiple Ministries and government authorities across middle and senior levels.
  • Coordinate across multiple businesses and functions within the company to assimilate, analyze and communicate business priorities to external stakeholders.
  • Ensure transparency and governance assurance on critical initiatives like arbitration and decommissioning of Shell’s assets in upstream, integration of Spring into Shell through providing direct oversight.
  • Position Shell as a credible partner to external stakeholders through innovative advocacy.
  • approaches (including, but not limited to customers, business partners, policy makers, industry associations, coalitions, trade media, and NGOs)
  • Strong understanding of external communications, risks and opportunities to provide strong counsel to the business.
  • Anticipate, analyze and translate complex policy and regulatory developments, into meaningful briefs for actionable use.
  • Work with relevant C&P, Legal, Ethical Conduct and internal screening process focal to ensure internal due diligence sign offs are in place for vendor registrations, including Trade Associations, Sponsorships, Events
  • Manage a team of experienced GR/Policy professionals for various business lines.

What we need from you


  • Degree in Communications, Policy, Management, or related field highly desirable
  • Strong business acumen to translate business needs into clear and concise messages to influence government, industry, regulators, and policy makers.
  • Ability to comprehend and communicate policy and legislative priorities across multiple sectors and Ministries.
  • Exceptional interpersonal skills. Excellent oral and written capabilities, including presentation skills.
  • Exemplary leadership behaviours, including Learner Mindset and Engage & Inspire, and embodying Shell’s values of honesty, integrity, and respect for people.
  • High level of agility and collaborative attitude and ability to stay calm under pressure.
  • Deliver with creativity, determination, discipline, transparency, and speed.
  • Confident, energetic, articulate, quick thinking professional capable of diplomatic interface with members of the media, key figures in government and Parliament.
  • Excellent people leader who can inspire others, add value, and guide a high- performance team.
