PURPOSE OF THE JOB
Maintain a safe and secure work environment; maintain office facilities and building assets; coordinating internal and external plant service organizations and maintain environmental conditions as applied to the office, shops and facility within the India site.
Manage & drive all business processes related to General office administration; utilities, commute, food, safety, good housekeeping and security and to promote Ebara Elliott Energy’s corporate culture, friendly atmosphere, successful intercommunication and team-building.
BACKGROUND and EXPERIENCE
Educational requirements include a Diploma of a technical background (seminars, undergraduate courses, etc.) Job experience must include five year’s experience in Facilities/ Maintenance position.
This position also requires a knowledge of the policies procedures, statutory and regulatory requirements associated with long and short-term contracting of maintenance support and the budget control. Experience in implementation of ISO documentation, safety standards and execution of audit findings.
Experience managing the travel arrangements for employees (hotels / airlines / visa letters / travel agent /cabs / insurances / travel advances / local commute etc.) is preferred.
Good communication and customer service skills are required.
Technical skills must include specific knowledge of HVAC systems, building and ground maintenance, as well experience supporting a manufacturing facility, which includes Pump Room, Electrical Panel Room, CETP, DG’s Solar Plant, Fire Hydrant system, smoke detectors, sprinker system, etc. Additional skills would include; good communication (written and oral), strong analytical analysis capability and problem solving techniques.
NATURE OF THE JOB
This position primarily involves oversee the on-going maintenance of the lands & building systems associated with the facility. The incumbent is required to direct and control the activities of contracted services including but not limited to janitorial, plant security, office services, supply chains, purchase and upkeep, and maintenance related Company related assets. The incumbent will analyze and make recommendations to upper management dealing with physical improvements, cost avoidance and cost improvements. The incumbent will be responsible for conducting safety inspections in and around the buildings and grounds and implementing corrective actions. The incumbent will insure the established procedural and financial policies are followed to the fullest extent. The incumbent must also coordinate with the lessor for improvements and to resolve issues relative to the building structure and equipment therein including environmental aspects through coordination with the Factory Manager and EHS Department respectively.
CONTACT WITH OTHERS
This position will require frequent contact with all levels within the organization. The incumbent will have direct and frequent contact with subcontractors and service providers. This position will also participate on committees related to improvements, safety, food, organization planning, events, outbound activities etc. It is not anticipated that this position will require frequent travel, but may be required to do so on occasion for such things as training. Travel is on an as needed requirement.
External contacts with Travel agents, Food Catering services, Hotels, contract agencies, cab and other transport services, printing and stationery, courier, purchase of sim cards, dongles, etc.
SUPERVISION
This position will be required to supervise and provide direction to an assigned facilities department and contract staff consisting of housekeeping, maintenance, security and gardeners. This will require related tasks such as labor tracking, recommending and interviewing new and replacement staff, conduct performance evaluations and administering discipline.
This position will also be responsible for the conduct of any on-site contracted personnel
SPECIFIC JOB RESPONSIBILITIES/COMPETENCIES
KEY POSITION RESPONSIBILITIES
1) Coordinate with the Lessor for the maintenance and upkeep for the office buildings, facility buildings and grounds as well as related assets contained within including furniture. This includes UPS, Lift, fire - fighting equipment, DG, CETP, electrical, pumps, solar plant and chemical handling.
2) Ensure that the buildings are providing a safe and comfortable environment.
3) Make recommendations for improvements with empirical justification.
4) Develop, administer and control related budgets.
5) Develop subordinates through training and counseling.
6) Ensure contracted services are providing quality work at appropriate costs.
7) Monitor building systems to insure proper operation.
8) Establish preventive maintenance for building structure and all equipment therein.
9) Produce and submit justification for Capital expenditures as required.
10) Insure that documentation is accurate and up-to-date.
11) Administer/ support plant service organizations.
12) Administers a program of good housekeeping in all areas of responsibility, resolves safety issues and fosters a safe work environment.
13) Ensure statutory compliance of contractors and on time renewal of service providers agreements, AMC's etc.
14) Manage departmental Supplies & Office Housekeeping / Maintenance / Bills / Repair, etc.
15) Maintain a record of PAN India hotel contracts, rack rates and negotiated pricing.
16) Manage QMS and EHSMS of ISO9001, ISO 45001 related to facilities and administration department.
17) Handle the roles of F&A Manager as per Emergency Response Plan (ERP) and Emergency Response Team (ERT).
18)Effectively plan and comply with all Annual maintenance schedules of utilities and office equipment.

15) Ability to interpret building codes, i.e. NEC, NFPA, UCC, OSHA, etc.
16) Manage assigned portion of the capital budget, provide planning and support for development of future capital plans.
