Job Description

Purpose of the role


To manage and develop capital project proposals and operations aligned to the needs of the bank. 


Accountabilities


  • Management, development and execution of building, real estate and physical asset security projects and proposals, including workspace, engineering, and facility upgrades.
  • Management of planning, design, procurement, resourcing, reporting and construction processes to ensure deliverables are completed on time and within budget.
  • Identification of potential risks and issues associated to capital projects and development of risk management strategies to mitigate them by monitoring risk exposure and taking corrective action.
  • Management of project budget for real estate and physical security projects by tracking expenses, forecasting costs and identifying cost saving opportunities.
  • Management of stakeholder relations including project sponsors, vendors, regulatory agencies, and the facilities management team to align capital project operations with the bank's objectives.
  • Identification of opportunities to improve the delivery processes for capital projects and implement best practices to enhance project performance.
  • Execution of capital projects that meet agreed quality standards, and are compliant with relevant laws, regulation, and policies.

Director Expectations


  • To manage a business function, providing significant input to function wide strategic initiatives. Contribute to and influence policy and procedures for the function and plan, manage and consult on multiple complex and critical strategic projects, which may be business wide..
  • They manage the direction of a large team or sub-function, leading other people managers and embedding a performance culture aligned to the values of the business. Or for an individual contributor, they lead organisation wide projects and act as deep technical expert and thought leader, identifying new ways of working and collaborating cross functionally. They will train, guide and coach less experienced specialists and provide information affecting long term profits, organisational risks and strategic decisions..
  • Provide expert advice to senior functional management and committees to influence decisions made outside of own function, offering significant input to function wide strategic initiatives.
  • Manage, coordinate and enable resourcing, budgeting and policy creation for a significant sub-function.
  • Escalates breaches of policies / procedure appropriately.
  • Foster and guide compliance, ensure regulations are observed that relevant processes in place to facilitate adherence.
  • Focus on the external environment, regulators, or advocacy groups to both monitor and influence on behalf of Barclays, when appropriate.
  • Demonstrate extensive knowledge of how the function integrates with the business division / Group to achieve the overall business objectives.
  • Maintain broad and comprehensive knowledge of industry theories and practices within own discipline alongside up-to-date relevant sector / functional knowledge, and insight into external market developments / initiatives.
  • Use interpretative thinking and advanced analytical skills to solve problems and design solutions in often complex/ sensitive situations.
  • Exercise management authority to make significant decisions and certain strategic decisions or recommendations within own area.
  • Negotiate with and influence stakeholders at a senior level both internally and externally.
  • Act as principal contact point for key clients and counterparts in other functions/ businesses divisions.
  • Mandated as a spokesperson for the function and business division.

Overall purpose of role


As the Head of Capital Projects & Workplace for India APAC MEA and Facilities Management in India, you will be responsible for delivery of all Capital Projects across the region, as well as for overseeing and managing all aspects of facility operations including transportation within our Corporate Real Estate portfolio in India. Your primary focus will be on delivering critical projects within time and cost expectations, as well as ensuring the effective and efficient functioning of our facilities to support the organization’s goals and objectives.


This role is critical to the success of Barclays CRES delivering excellence to our India business stakeholders and must recognise and manage a ‘one size’ does not fit all’ approach, as such, the role holder needs to have strong customer relationship skills.  


Key Accountabilities


  • Delivery of the Capital Investment Plan across India APAC MEA, and delivery of key financial targets against the regional Capital Investment Plan, through the development of a strategic innovative approach to market which challenges market norms.
  • Support championing the benefits of a global approach across all asset classes with particular focus on trading floors and corporate HQs.
  • Identifying and developing opportunities for improvement across the regional Capital Projects and benchmark both the service and the effectiveness of the function on a regular basis
  • Facilities Management (FM) function (Including Transportation) for Corporate Real Estate Services across the India portfolio (c17 properties across c1.7million square feet with a budget of c£20m), ensuring delivery of all FM service lines via an outsourced delivery partner, in line with the agreed budget, involving a complex annual P&L across a number of Barclays business units.
  • Creating the vision, leading diverse teams and managing the direction of Capital Projects & Workplace and FM. This will involve management of a culturally diverse team of employees and service partners, who are in turn responsible for coordinating and interfacing with a wide range of service providers for delivery of the Capital Investment Plan and FM services, as well as working with other Barclays teams.
  • Overall service delivery, performance of outsourced organisation in region (strategic and day to day operations).
  • Facilitation of a robust control environment and management of all Capital Projects and FM execution risks including management of any failures, and driving a culture of learning and continuous improvement, through application of best practices
  • Robust regional engagement with key executive stakeholders within Barclays to gain support for both strategic investment programmes and transformational change.
  • Build strong collaboration with IT, HR and other CRES and Change functions to ensure that all requirements are met.
  • Interface as appropriate with internal Group governance teams

Key Responsibilities


Strategy, Planning and Execution


  • Develop and implement strategic plans for Capital Projects, Colleague Services & FM, Building Operations & Engineering, Transportation, Workplace experience & technology and F&B, among others, and align with the organization’s overall objectives and corporate real estate strategy.
  • Translate global strategy to meet regional/local needs and ensure it is fit for purpose including liaison with suppliers to align strategies.
  • Develop and implement regional/local operating models to meet global requirements

Operation Management


  • Oversee day-to-day operations across above-mentioned workstreams to ensure optimal functioning and compliance with safety regulations.
  • Risk Management including complying with Governance and ensuring adherence to Property Policy and Standards.
  • Implementation of new technology for overall effectiveness of operations.

Budgeting & Commercial Management


  • Develop and manage the Capital Investment Plan and budgets across above-mentioned workstreams, including forecasting and cost control measures to optimize resources and achieve cost efficiency
  • Operational performance and service delivery
  • Deliver change control as required to meet global standards including process, policy, and procedures.
  • Local contract management identification, management, and minimising of contractual risk
  • Develop and disseminate best practice contract management globally – driving a consistent approach to managing and executing supplier contracts
  • Local Commercial Management, benefits tracking and realisation savings tracking and consolidated reporting.
  • Provide strategic commercial advice to support business cases.
  • Provide operational understanding of budget performance, as well as appropriate context, using analytical insights to identify ongoing opportunities and shape strategic decision making.
  • Undertake analytics and root cause analysis on commercials.

Supplier Management


  • Proactive management the relationship with the supplier account directors.
  • Supplier performance management, and ensuring completion of activities to ensure that supplier is delivering to their contractual obligations.
  • Manage delivery performance of supplier, supplier process effectiveness and completeness.
  • Track, measure and analyse progress against strategy, including ongoing review of appropriateness and business alignment.
  • Provide link to supplier on stakeholder feedback, delivery model and delivery performance against objectives to ensure appropriate opportunities and improvements can be realised.

Sustainability Initiatives


  • Develop strategic plan for the region aligning to global guidelines and objectives.
  • Identify opportunities for energy efficiency, waste reduction, and sustainable practices across all workstreams in remit
  • Leading initiatives to promote environmental sustainability and corporate social responsibility.

Stakeholder Management and Leadership


The role holder will frequently interact with a wide range of internal stakeholders and external suppliers as well as fellow team members both across CRES and with our customers. This includes (but is not limited to):


  • Frequent stakeholder interaction at Director and Managing Director level within CRES including the end-to-end production and 1:1 communication of specific MI and reporting for these stakeholders
  • On-going working engagement with team colleagues/peers at all levels including Managing Directors in the Barclays organisation. It is expected that the role holder will have strong stakeholder management skills, with specific experience in a matrix management model where influencing, challenging and negotiating skills have been highly developed. The role holder will have proven execution capability, as well as a strong team player in global/virtual teams.
  • The role holder will act as the CRES Capital Projects and Facilities Management point of contact for all senior stakeholders in the India.
  • Communication at a senior level, both internally and externally – continually building on/making new relationships.
  • The successful candidate will have excellent people management and leadership skills and have had specific experience working in a matrix management model where influencing, challenging and negotiating skills have been highly leveraged.
