Procurement, Contracts and Billing Manager

As the person in charge, you’ll identify their needs and come up with solutions that will effectively meet their business demands. Likewise, you’ll be in charge of creating and consolidating the procurement, tendering and selection processes with clients.


You’ll also handle project reviews and commercial assessments; and see to it standard contracts follow the clients’ corporate standards guidelines and all commercial terms for the project. Furthermore, you’ll help evaluate quotations and formalise agreements with contractors and vendors.


Handling Procurement and contract seffectively


Job Title: Procurement, Contracts, and Billing Manager


Experience: 12+ years in procurement, contract management, and financial oversight for construction projects


Key Responsibilities:


Lead procurement, contract management, and billing for large-scale development project, particularly highrise residential and commercial buildings. Develop and implement procurement strategies to ensure cost-effective and timely acquisition of materials, equipment, and services. Manage the entire contract lifecycle, from drafting and negotiation to execution and closeout. Establish and maintain strong relationships with vendors, suppliers, and subcontractors. Coordinate with project managers, finance teams, and legal departments to ensure alignment of procurement and contracting activities with project goals and company policies. Oversee the preparation and submission of accurate and timely billing documentation, including progress billings, change orders, and final invoices. Implement and maintain robust systems for tracking procurement activities, contract compliance, and financial transactions. Conduct regular cost analyses and forecasts, identifying opportunities for cost savings and efficiency improvements. Ensure compliance with relevant laws, regulations, and industry standards in all procurement and contracting activities. Manage risk in procurement and contracting processes, including the development of contingency plans and dispute resolution strategies. Lead negotiations with key suppliers and contractors to secure favorable terms and conditions. Oversee the review and approval of all contract changes, variations, and claims. Mentor and develop team members in procurement, contract management, and billing practices.


Required Qualifications:


Bachelor’s degree in civil engineering, Construction Management, or related field; Master's degree preferred. Minimum 12 years of experience in procurement, contract management, and financial oversight for construction projects. Proven track record in managing procurement and contracts for highrise residential and commercial projects. In-depth knowledge of construction contract types and their implications. Strong understanding of construction billing practices, including progress payments and retention. Excellent negotiation skills and ability to build and maintain strategic relationships. Advanced proficiency in contract management software and financial systems. Strong analytical skills with the ability to interpret complex financial and contractual data. Superior communication skills, both written and verbal, to effectively interact with diverse stakeholders.


Desired Skills:


Professional certification such as Certified Professional in Supply Management (CPSM) or equivalent. Knowledge of international procurement practices and global supply chain management. Experience with sustainable procurement practices and green building standards. Familiarity with construction law and dispute resolution processes. Understanding of Building Information Modeling (BIM) and its impact on procurement and contracting. Proficiency in data analytics tools for procurement and financial analysis. Experience with public-private partnership (PPP) projects and their unique contractual requirements.


This role requires a highly experienced professional who can effectively manage the complex interplay of procurement, contracts, and billing in large-scale development projects, ensuring financial efficiency and contractual compliance throughout the project lifecycle.


Do you have a proven track record in contract management? As the key person, you’ll be in charge of post-contract obligations, including monitoring and managing negotiations, claims and disputes between the clients and contractors.  Equally, you’ll monitor compliance with the clients, and see to it that all contractors are handled accordingly.
