Job Summary/Goals
- Function as the Regional lead for India & South Asia as part of the wider Global Sourcing category and functional team
- Undertake Corporate Real Estate specific sourcing activity, predominantly related to branch and office projects, facilities management services and real estate brokerage.
- Drive and support sourcing strategies for the countries via ‘demand side’ (working with key stakeholders) and supply side management (working with country procurement teams and/or external vendors in developing sourcing strategies)
- Support the local business manage its cost base through operating a structured and risk averse procurement process.
- Raise the profile of Global Sourcing through regular communication and effective procurement.
- Manage all sourcing activities with the country and account team during mobilisation phase.
- Ensure seamless lift and shift of vendor contracts and issuance of fresh purchase orders with vendor partners in the country.
- Manage all vendor contract renewal, during operations phase.
- Assisting countries/site with vendor performance review, service delivery quality, transformational and innovation endeavors
- Lead ASPAC’s effort on all Global Sourcing initiatives.
- Cost benchmark analysis
- Advising on and achieve savings glide path whilst maintaining performance.
- Be a respected leader in all sourcing matters on account.
- Help develop solutions to improve efficiency and compliance.
- To align with Corporate Procurement and be responsible for managing all aspects of the procurement service delivery on the Account and execute Procurement strategies for local/national and/or regional initiatives for facility services.
- Responsible for laying down and implementing the strategy for Vendor Selection, Vendor Development & Management of all supplier relationships including administrative and operational activities and issues.
- Ensure all Jones Lang LaSalle sourcing and contracting standards are maintained. In this capacity, the Regional Procurement Manager is accountable for the achievement of the Management Plan and all key performance indicators including responsibility for managing the budgets, short and long-term regional projects, operations and maintenance, interface with senior managers in client business units, coordination with other key managers within IFM alliance partner organizations and customer satisfaction.
- Optimizing overall commercial performance
Essential Duties and Responsibilities
- Work closely with the APAC Director and business stakeholders to develop and support sourcing and supply strategies.
- Manage in-country resources to help deliver as per strategies agreed.
- Lead the end-to-end sourcing process in conjunction with local business stakeholders and drive overall commercial and contractual benefits.
- Monitor and review country expenditure patterns and service operation models to seek out opportunities to improve the way services are procured and drive commercial and contractual efficiencies.
- Regularly produce meaningful reporting to demonstrate savings or service improvement opportunities.
- Ensure procurement is undertaken in a professional and transparent way in line with Client policies and processes.
- Monitor the market & vendor base for emerging services & trends to assess potential solutions/opportunities.
- Responsible to execute the Procurement strategy for IFM in his region.
- To provide comprehensive facility, contract, and procurement management for technical services to the client
- Review the service practices of all soft services Contractors to deliver quality work practices in line with the client expectations.
- Review the service practices of Security Contractors to deliver quality work practices in line with the threat perception and Client expectation.
- Responsible for setting up the AMC\maintenance contracts with service providers to service the Client requirements.
- Provide detailed instruction and continuous follow-up to support the operations team in standardized RFQ/bid and contract processes.
- Supervise teams to negotiate pricing and terms with vendors to provide best possible solution to client.
- Manage information on cost savings and provide reports on Cost Savings whenever required.
- Promote effective financial management and continue to develop financial and business acumen.
- Identify opportunities to consolidate supplier base wherever possible to leverage on volume economies.
- Identify suppliers, capabilities, share of business, products pricing to establish standardisation of rates for requirements.
- Demonstrate continuous effort to improve procurement operations, decrease turnaround time and streamline work processes.
- Manage data integrity and provide adhoc reports whenever required by the management.
- Ensure compliance to JLL standard processes and procedures.
- In consultation and collaboration with IFM team leads/ Ops Mangers oversee the operation, staffing, performance, and development of the sub-contractor service delivery across all sites.

- Timely involvement in Projects and with Business as Usual (‘’BAU’’) activity to achieve the agreed targets of saving.
- Proactive management of activity in conjunction with stakeholders and with suppliers, resulting in Customer Satisfaction.
- Work undertaken in accordance with best practices, Global Sourcing and other Client policies and processes.
- Sourcing decisions, contracts and communications are developed & influenced which meet defined business objectives.
- Operating risks are identified, communicated, and managed where required.
- Demonstrate an ability to work well as be part of a regional category team, with management, colleagues, and stakeholders.
- Coaches and develops staff and provides regular feedback and guidance.
- Ensure all Procurement and savings related data is maintained accurately.
- Ensure data security and sharing of data on need-to-know basis.
Sourcing Excellence
- Responsible for management and performance of all strategic sourcing related activities for specific partner requirements across all Integrated Facilities Management (IFM) service lines as required.
- Represent JLL S&P in partner / account meetings and forums, and ensure adherence to all relevant inputs, materials and communication.
- Lead negotiations and delivery of savings targets relative to account deliverables. Responsible for reporting and tracking of Country / regional savings delivery via relevant (Jaggaer) platform(s).
- Accountable for implementation of strategic procurement planning, RFP management, bid analysis and recommendations, liaison with partner governance teams for Contract management and approvals, risk management, compliance, and reporting.
- Manage account resources to ensure the required scope of services procured through discussions with Account Director, Regional / Site Facilities Managers, Operations Team(s) and partner contacts are managed appropriately.
- Ensure that all supplier details and files are complete and immediately updated with notified changes, actively monitor, and document any changes required to the supplier contracts.
- Manage framework relationships with JLL preferred suppliers with the support of the Category Management Team where required. Review performance as outlined in framework agreements.
- Reporting as necessary (performance against KPIs, strategic sourcing activity, supplier performance management, contract management on a monthly / quarterly basis (as agreed with the partner account) together with monthly inputs to JLL S&P organisation using the procurement platform (Jaggaer) where appropriate.
- Support transformation activities including audits, reports, and actions.
- Develop supply chain to meet the business and partner needs, strengthening capabilities and delivery, as well as identifying opportunities for further partnership growth and B2B.
- Engage with and support training guidance and requirements reference JLL S&P Strategic Sourcing activities. Ensure understanding of the tools, systems, regulations, country/ regional practices are available.
- Ensure S&P Policies and Procedures on the account relate to the appropriate country operations and practices are reviewed annually and are current.
- Ensure strategic sourcing managers develop and implement sourcing plans for their Country/ region.
- Ensure suppliers are qualified and onboarded in line with JLL process (satisfying the compliance and risk management key requirements and appropriate systems are utilised).
- Provision of S&P transition support, including site visits, supplier on-boarding suppliers and other activities in the completion of account transitions as required.
- Maintain and manage sustainability and D&I strategy for the account supported by our JLL Sustainability lead.
- Produce S&P QBR reporting and delivery of supplier review meetings, including status, highlights, analytics, savings, project plans, achievements, risks, and issues.
- Support any required “Voice of the stakeholder/partner/account surveys”, reporting results and actions.
Partner and Account Management
- Be the single point of contact for JLL sourcing delivery, act as escalation point across the region.
- Be accountable for the service delivery to meet the contractual obligations in respect to sourcing.
- Manage relationships with key stakeholders in the partner’s organisation.
- Develop and maintain a detailed understanding on the partner’s business and key factors influencing their requirements for our services.
Contract Management
- Ensure the adherence to the Master Vested Agreement and all Sourcing & Procurement deliverables.
- Be responsible for the contractual flow down, performance indicators, service levels and other measures as contracted.
- Manage the governance process for the Sourcing & Procurement work streams within the account.
Skills
- Experience in procurement with particular emphasis within the Corporate Real Estate Services area (i.e.) knowledge of Project and Facilities Management procurement.

Experience
- Minimum 15 years’ experience in Sourcing & Procurement
- Minimum 5 years’ experience in senior position
- Proven self-starter that consistently delivers to outcome specifications
- Proven experience of operating in a similar role and in regional capacity
- Knowledge of ERP like SAP / Oracle, JD Edward would be a plus
Qualifications
Qualifications in either Electrical/Mechanical/Civil Engineering or an MBA in operations management \ Logistics will be an advantage
