Project Overview:


Bechtel is seeking to expand its decades long relationship with Reliance by providing Project Management Consultant (PMC) Services and Engineering Procurement and Construction Management (EPCM) Services for offsites and utilities (OSBL) for a multi-billion-dollar upgrade / expansion of existing petrochemical facilities in India. Reliance plans to augment its existing petrochemical facilities in Dahej, Gujarat, and Nagothane, Maharashtra, to expand its PVC capacity. The PMC Services will be led out of India with personnel deployed in Mumbai region, the project sites in India, as well as several key contractor locations across India. The EPCM Services for OSBL will be led out of Bechtel’s India offices


Job Summary:


Responsible for providing ESH advice and facilitating, promoting, and coordinating activities related to ensuring the health and safety of all project employees is maintained. Champions ESH on the project and continuously contributes to a positive safety culture – leading by example, coaching personnel, and providing timely advice and support as required for the project workforce. Willing and able to work overtime and if required night shift, as needed to support safe project execution. Provides support to management, supervision, craft professionals and subcontractors. This role requires high levels of engagement with field-based teams, accessing elevated work areas via multi-level stairs, permanent and temporary vertical ladders, scaffolding and aerial work platforms.


Major Responsibilities:


  • Provides input on bid decisions, (scope, constraints, schedules, budgets) with respect to integration and compliance with safety requirements.
  • Provides technical support to safety studies, health assessment studies, project risk assessments.
  • Coordinates appropriate consideration of safety requirements with subcontracts, engineering, and construction personnel as assigned.
  • Provides safety technical support and assistance to projects and coordinates safety requirements and formulation of risk reduction measures with engineering, construction, and onsite ESH representatives.
  • Providing coaching and mentoring as needed within assigned areas when opportunities for improvement are observed regarding at risk conditions / behaviors.
  • Participates in meetings with customers, project team members, and subcontractors to advise them of ESH requirements.
  • Implements comprehensive ESH plans, project-specific risk reduction plans, ESH awareness training programs.
  • Provides recommendations and input for revising ESH procedures, work processes, and other quality improvement measures.
  • Conducts ESH inspections/assessments of project activities to monitor compliance with applicable ESH requirements including contractual commitments, permits, and the project’s ESH plans.
  • Reporting of observed opportunities for improvement through construction supervision (i.e., Foreman/General Foreman/Superintendents) and validating that appropriate action is taken to mitigate the identified opportunity for improvement, e.g., mitigating the observed dropped object potential.
  • Lead and participate as required in incident investigations, preparing Initial Incident Notifications, conducting investigations, and completing Incident Investigation Reports, meeting quality and timeframe expectations.
  • Assist with the identification, reporting and if needed mitigation of tooling and materials left unattended at elevation.
  • Attend daily Pre-Start and Focus4Safety Card Meetings and be in the designated work location by shift start time.
  • Attend each scheduled area walk down (e.g., Leadership Engagement, etc.).
  • Attend, participate and support the Craft Based Leadership program.
  • Respect the allotted time reserved for lunch and resume work related activity immediately following the break.

Education and Experience Requirements:


  • Bachelor of Science Degree in a specialized scientific field (e.g., safety, industrial engineering, public health) or process / mechanical engineering plus 3 years of practical work experience in the discipline performing the responsibilities listed above or in lieu of a degree, 9 years of directly related work experience.

Required Knowledge, Skills, and Abilities:


  • Knowledge in the field of Environmental Science, Safety and Health Management, or related discipline.
  • Knowledge of ESH procedures, principles, and methodologies.
  • Knowledge of national environmental and safety laws/regulations and regulatory agencies’ processes and responsibilities, industry standards/practices for compliance, and best management practices for minimizing potential ESH risks during project execution.
  • Knowledge of engineering and construction systems, methods, and work processes.
  • Knowledge of construction planning, estimating, procedures, subcontracting, and execution.
  • Skills in oral and written communication.
  • Knowledge of BESH standard computer applications (e.g., IRIS, Velocity EHS, Power BI).
  • Knowledge of hazardous materials and physical risks and the mechanisms to mitigate them.
  • Skilled in oral and written communication.

Must be willing to work a flexible schedule if required, including, but not limited to nightshift or split shift.


This position has a work scope that includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
