Where You Fit In?
The incumbent will report directly to the JV Deputy HSE General Manager in the corporate HSE Department (50% of time) and Brownfield Engineering Manager (50% of time). This role has a significant peer network within Corporate, Operations, Projects and Drilling teams both in RASHPETCO JV and Shell Partner Group community. Job holder will need to develop productive working relationships with the HSE GMs, Operations General Managers, Field Managers and Site Operations Director whilst providing technical safety leadership to Brownfield team. The role is responsible for approving Contractor’s personnel within the Technical Safety discipline. The role provides expert advice and acts as the Asset Technical Authority on technical safety engineering matters.
- The role is responsible for the process safety management system development and maintenance and process safety performance improvement in operations and development projects.
- The role provides assurance that the RPC asset meets requirements for safety and asset integrity resulting from facilities design changes and that the RPC HSE Management system requirements are being complied with.
- The Technical Safety Engineering Lead will be the Asset Technical Authority for Safety Engineering.
- The role will oversee the RPC brownfield projects portfolio from a safety engineering discipline perspective, ensuring compliance with RPC Standards and Management system and processes. Post holder will be required to review all modification proposals for HSE implications and ensure that the appropriate level of risk assessment and specialist reviews is undertaken for each stage of the modification with full input from all stakeholders.
- Define Contractors’ HSE scope of work and priorities; and supervise the work execution through to completion and approval.
What is the Role?
- Provide Safety Engineering Support to the asset, including projects (brownfield and new), and be the focal point for all activities associated with Technical Safety
- Ensure compliance with Partner company Standards adopted by the JV in relation to Safety Engineering and Asset Integrity
- Oversee the RASHPETCO JV asset portfolio from a Safety Engineering Assurance perspective
- Support delivery of project Design and Operations Safety Case/s and their handover and communication to Operations. Maintain operational safety cases as ‘live’ documents
- Operations support for the process safety hazard management in operations
- Provide training and support the professional development of local staffs
- Technical safety input to asset and project HSE Strategies: Plans including Fully support the safe, timely and cost-effective delivery of the facilities which meet the required safety, quality & performance criteria: Safety engineering scopes of work, specifications and data sheets
- Identification of safety critical barriers and development of performance standards
- A safe plant modification design in which risks can be demonstrated to be tolerable and ALARP Input to project schedule and costs
- Major inputs to - Planning, contracts, Material Requisitions; HSE performance
- Supervise the activities of Contractors, Vendors and provide assurance in relation to their activities
- Provide support to Engineering Investigation Requests, Technical Queries, Site Queries, Change Management, and variations assessments
- Updates HSE related documentation affected by the modification
- Support/ensure suitable independent verification activities Manage and deliver the contractors SOW with respect to all necessary technical safety studies
- Safe implementation of the modification, ensuring that the relevant technical, operational and safety reviews (including HAZOPs/HAZANs, SIL/LOPA and Process Safety in Design Verifications) of the modification are carried out
- Support, and provide assurance through audits of, site-based activities in relation to technical safety engineering through pre-commissioning and commissioning up to and including handover with specific emphasis on the assurance of safety critical barriers
- Identify and disseminate Lessons Learnt within, and from outside, the asset
- Liaise with the Shell group technical authority organization on technical matters and ensure adequacy of Functional Reviews and application of derogations if required
- Ensure asset functions close out technical safety actions in a timely fashion (e.g., HAZOPS / HAZIDs /ENVIDs /Safety Cases) Maintain the company Emergency response system and arrange drills based on Safety Case scenarios
- Ensure fire & Gas detection systems and firefighting systems provided and performance tested People Management
- Evaluates, assesses and delivers technical safety engineering changes associated with JV activities
- Ensures compliance with Company specifications, or identifies the need for and applies for dispensations as required
What do We Need from You?
- Technical Experience At least 10-15 years of extensive safety engineering experience, including experience in oil/gas production and/or design projects.
- Verifiable record in engineering and successful delivery of a number of green-field / brown-field projects.
- Experience in application of technical safety engineering management practices and value improvement tools and practices.
- Working knowledge of HAZOPS, Management of change procedures, consequence modelling software, QRA and safety cases.
- A relevant first engineering degree (Chemical Engineering preferred) Chartered member of a relevant engineering institution
- Good understanding of process facilities technical safety technologies, policies and business principles, with appropriate standards and guidelines
- Able to relate well to JVs internal and external customers – Operations, Drilling, Projects, construction, procurement, engineering multi discipline teams
- Competent to train, guide, mentor and inspire other team members
- Capability to oversee and influence contractors and suppliers through design, procurement, construction and commissioning phases of the project
- Demonstrable commitment to HSE, HSE leadership and improvements to HSE practice
- Good interpersonal skills and self-motivated
- Strong communicator, able to state key goals and objectives, and present them clearly to stakeholders
- Previous experience in a challenging NOV environment is preferred
- Able to constructively challenge others and negotiate successfully with internal peers, partners and contractors to positively influence decisions and improve ways of working.
- Have a proactive approach to networking, building relationships and identifying and engaging stakeholders
