The mission of WHO's Health Emergencies Programme (WHE) (The Programme) is to build the capacity of Member States to manage health emergency risks and when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The Health Emergency Information and Risk Assessment Unit (HIM) is responsible for identifying new public health events, assessing risks to public health, conducting epidemiological surveillance and field investigations, monitoring public health interventions, and communicating public health information to technical partners.

DESCRIPTION OF DUTIES



Monitoring, Evaluation, Accountability, and Learning (MEAL):Continuously monitor and assess health system capacities, risks, vulnerabilities, and hazards related to emergencies, ensuring timely and accurate data to inform response efforts.Contribute to the design and development of MEAL frameworks that consolidate baseline data on hazards, risks,and health capacities, facilitating comprehensive emergency preparedness, response, and risk reduction.Conduct thorough assessments to identify gaps in existing data and information systems for health emergency preparedness and response, recommending targeted strategies to enhance data collection, reporting methods, and overall system efficiency.Collaborate with national and regional partners to standardize and improve data management practices within the MEAL framework, ensuring consistency and reliability across all levels.Assist in developing guidelines, tools, and training programs to build local capacity in disaster information management, empowering stakeholders to effectively manage health emergency data.Information Management Operations (IMO):Work closely with the Health Emergency Preparedness and Recovery Team to integrate monitoring activities across all phases of the emergency cycle (preparedness, response,recovery), ensuring a coordinated and streamlined information flow.Prepare comprehensive emergency health information in advance of crises by developing and maintaining a pre-crisis database, along with accompanying health information materials, including plans, formats, templates, analytical products,contingency plans, assessment tools, and SOPs.Provide technical input for the design and development of HeRAMS (Health Resources Availability Monitoring System) training materials to ensure sustainable local capacities.Conduct analysis (including geospatial),interpretation, verification, and dissemination of HeRAMS data, and develop drafts of HeRAMS analytical products (reports, dashboards) in line with global standards.Contribute to the development and revision of HeRAMS normative documents, ensuring regional considerations are well reflected.Monitor stakeholder feedback mechanisms to ensure engagement in HeRAMS and actively contribute to the development and implementation of national response monitoring frameworks.Participate in technical missions to train HeRAMS focal points and conduct systematic data collection and analysis.

REQUIRED QUALIFICATIONS



Education



Essential: University degree in Information Technology, Statistics, Epidemiology or Public Health from a recognized institution
Desirable:

Experience



Essential: At least two (2) years of professional experience at national and international level in information management.Experience with activated health clusters or other humanitarian coordination mechanisms. Experience in the design, implementation of information systems in humanitarian and complex settings.
Desirable: Experiencein UN organizations/agencies, national and International institutions, or NGOsExperience in design and management of information systems

Very good Knowledge of response monitoring principles and building of health indicatorsVery good Knowledge of the HeRAMS processDemonstrated ability to interact in complex situations involving technical, cultural, and political elements. REMUNERATION



WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 50,377 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1394 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
