Mission and objectives

The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience.

As the international community has committed to end hunger, achieve food security and improved nutrition by 2030, one in nine people worldwide still do not have enough to eat. Food and food-related assistance lie at the heart of the struggle to break the cycle of hunger and poverty.

In 2020, WFP assisted 115.5 million people – the largest number since 2012 – in 84 countries.

For its efforts to combat hunger, for its contribution to bettering conditions for peace in conflict-affected areas and for acting as a driving force in efforts to prevent the use of hunger as a weapon of war and conflict, WFP was awarded the Nobel Peace Prize in 2020.

WFP’s efforts focus on emergency assistance, relief and rehabilitation, development aid and special operations. Two-thirds of our work is in conflict-affected countries where people are three times more likely to be undernourished than those living in countries without conflict.

In emergencies, WFP is often first on the scene, providing food assistance to the victims of war, civil conflict, drought, floods, earthquakes, hurricanes, crop failures and natural disasters. When the emergency subsides, WFP helps communities rebuild shattered lives and livelihoods. We

also

work to strengthen the resilience of people and communities affected by protracted crises by applying a development lens in our humanitarian response.

WFP development projects focus on nutrition, especially for mothers and children, addressing malnutrition from the earliest stages through programmes targeting the first 1,000 days from conception to a child’s second birthday, and later through school meals.

Context

The Regional Bureau, Cairo (RBC) covers 15 Country Offices (COs) across the Middle East, North Africa and Eastern Europe regions serving more than 35 million people, which constitutes almost one third of WFP's global beneficiaries. WFP operations in RBC have in recent years seen a considerable increase in operational scope and requirements. This is mainly attributable to emergency response serving those impacted by conflict, violence and displacement. Most beneficiaries in the region are assisted through unconditional resource transfer activities such as general food distribution through in-kind and cash-based transfers, followed by school meals and nutrition activities.

The Regional Security Unit (RSU) is responsible for advising the Regional Director and RBC management on strategic, contextual, and operational risks that may affect staff, premises, activities, and assets. The RSU also supports Country Directors and CO management in the establishment of security structures that enable the implementation of activities in adherence with the United Nations Security Management System (UNSMS) and the WFP Security Policy and Framework of Accountability. Under the supervision of the Senior Regional Security Officer (SRSO), the job holder will play a vital role to provide technical support services to the RSU utilizing specialized processes, tools and platforms related to the WFP security set standards.

Task description

Under the direct supervision of Risk Management Officer – WFP RBC , the National UN Youth Volunteer will:

• Support in establishing and maintaining the internal filing system of the risk management unit (RMU).;

• Assist in organizing meetings, workshops, seminars, and general project events such as APP/Annual performance plan and RR/Risk register.

• Coordinate and oversee the day-to-day implementation of the RMU tasks and duties.

• Support of Focal Points and Risk Advisors to receive and send all the incoming and outgoing information to/from the RMU respectively.

• Assist RCA (Risk and Compliance Advisors) to develop annual, quarterly, monthly, and weekly risk and compliance report and updates on the progress of implementing controls.

• Support the drafting of ad-hoc progress reports and thematic reports if required.

• Keep tracking of all planning, midterm, and year-end exercises; and support the RCA to review and consolidate focal point’s inputs.

• Participate in designing, developing, implementing, and coordinating systems, policies, and procedures.

• Perform other duties as needed.

• Communicate with Head of Units in the regional office to collect needed data to update the RMU database and dashboard.


Results/Expected Outputs:

• Organize the meetings, workshops, seminars, and general project events such as APP/Annual performance plan and RR/Risk register for RMU;

• Prepare checklists of the day-to-day implementation of the RMU tasks and duties;

• Complete the process of receiving and sending all the incoming and outgoing information to/from the RMU respectively;

• Drafting needed ad-hoc progress reports and thematic reports if required;

• Update the risk and oversight database of RMU;

• Update the risk and oversight dashboard;

• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment;

• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.


UN Youth Volunteer gets the following package:

• Volunteer Living Allowance (around EGP 42,167/Month)

• Entry Lump-Sum = USD 400 (one-time payment paid in EGP)

• Exit Lump-Sum upon completion of contract.
