Terms of Reference














1. General Background
Egypt is a signatory to the 1951 Convention and its 1967 Protocol, and the 1969 OAU Convention Governing the Specific Aspects of Refugee Problems in Africa. Pursuant to a 1954 memorandum of understanding (MoU) between the Government of Egypt and UNHCR, the UNHCR Office in Egypt continues to conduct Refugee Status Determination (RSD) under its mandate in the absence of national asylum procedures. In 2019, the Government announced it is working on a draft asylum law and in November 2024 a draft law was reportedly approved by Egyptian Parliament. Accordingly, the RSD Unit will play a crucial role in the ongoing dialogue with the Egyptian Government on the development of a domestic asylum framework in line with international standards, as well as the multi-year transition from a mandate UNHCR RSD system to a national asylum system.
Egypt hosts more than 850,000 refugees and asylum seekers and the main countries of origin are Sudan, Syria, South Sudan, Eritrea and Ethiopia. It is the largest UNHCR RSD Operation globally with more than 50 staff. In line with the Office’s strategic directions to enhance protection and asylum space as well as address the protection and solutions needs of persons of concern, the Office carries out RSD under different processing modalities, in line with UNHCR’s RSD strategic direction—while ensuring adherence to RSD Procedural Guidelines.
UNOPS in UNHCR Cairo are involved in all aspects of UNHCR Protection, including registration and refugee status determination for asylum seekers. Through their endeavours, UNOPS contribute to the provision of protection for persons of UNHCR’s concern in Egypt.
The Reception Coordinator (RSD) is a member of the RSD unit’s coordination team. S/he works under the supervision of the RSD Associate and under the overall guidance of the RSD Officer. His/her responsibilities include ensuring physical files are pulled out from the filing room in a timely manner for upcoming RSD interviews, tracing missing physical files, ensuring all electronic databases including proGres are updated correctly, ensuring the admission of persons of concern to the RSD premises in a timely manner, scheduling of RSD interviews, carrying out negative decision notification, and carrying out any other duties as required. The Reception Coordinator (RSD) also provides counselling to, and responds to queries from, asylum seekers and refugees regarding UNHCR's RSD procedures, their rights and obligations, including towards the host authorities, and the status of the processing of their claims. The Reception Coordinator (RSD) may provide interpretation and/or translation services in cases for which s/he has the required language competencies. In general, s/he will be expected to report daily to the RSD premises in 6 October City, Giza Governorate. On a needs basis, s/he may be expected to report to other office premises. S/he will be expected to promote workplace harmony and teamwork. To scale up the response to the Sudan Situation, in July 2023, UNHCR declared a Level 3 emergency for the refugee and returnee situation within Egypt and other countries. Accordingly the incumbent may be tasked with different activities related to the emergency response and will need to be highly flexible, adaptable and field and client-oriented.
2. Purpose and Scope of Assignment
- Scheduling/rescheduling of the cases in different RSD schedules based on the set parameters by the management;
- Conduct scheduling phone calls for the person of concerns on a daily basis;
- Ensuring fair and transparent case assignments among the RSD caseworkers with due
consideration to SPNs and vulnerabilities of the person of concern;
- Checking the internal referrals received by the RSD Unit.
- Organize the filing activities of the RSD Unit by:
- Ensuring the physical files are pulled out from the FileRoom in a timely manner for the upcoming RSD interviews;
- Tracing missing physical files;
- Ensuring database is updated with the correct file owner.
- Assist the supervisor by arranging the RSD reception activities by:
- Ensuring the admission of persons of concern to the RSD Building is done in a timely manner;
- Attending to persons of concern approaching the Office for RSD inquiries;
- Carrying out the Negative Decision Letters (NDL) counselling on a weekly basis.
- Perform any other duties as required.     
3. Monitoring and Progress Controls
The incumbent is expected to submit regular reports for each type of activity he/she conducts which are then checked against the database by the RSD Associate to ensure accuracy. Activities that the incumbent will be involved in depending on the need of the operation may include:
- Daily reception monitoring via established reporting system;
- Monthly reporting on the Unit productivity;
- Weekly preparation of the files required by the RSD Unit;
- Monthly reporting on the inquiries received by the Unit;
- Weekly processing of the negative decision letters;
- Daily monitoring of the interpreters and monthly reporting on the interpreter’s workload/activities.
