ROLE PURPOSE:


The Livelihoods Officer is responsible for overseeing the planning and implementing of Livelihoods interventions that are implemented by Save the Children International (SCI) in line with SCI policies and Standards of Operations (SOPs). The livelihoods Officer is expected to play a leading role in supervising the livelihood activities for refugee youth and adults in Greater Cairo. He/ She has significant responsibility for building the capacities and providing technical support to SCI team to ensure the quality of livelihood activities implementations. He/ She is accountable for monitoring the quality of field activities ensuring the delivery of timely results, and establishing good relationships with different stakeholders. 


Projects Scope:


The RDPP project is a comprehensive initiative aimed at supporting Unaccompanied and Separated Children (UASC) in Greater Cairo, Egypt. The project focuses on two main pathways: enhancing protection and inclusion for UASC through child protection services, education, and mental health support, and increasing their resilience and self-relianceby providing vocational training and livelihood opportunities. Key activities include providing comprehensive child protection case management services, such emergency cash transfers, referrals, and ongoing support for 900 UASC, Additionally, the project will deliver mental health and psychosocial support (MHPSS) to 500 UASC and their caregivers. The project also focuses on enhancing resilience and self-reliance through vocational skills trainings for 300 youth aged 17-21, including conditional cash transfers for six months to support their transition into adulthood. The initiative also includes establishing a mentorship and coaching network, providing individualized support to at least 250 youth in their journey toward employment or entrepreneurship. Furthermore, the project will organize advocacy efforts to promote the socio-economic inclusion of refugees and vulnerable migrants within the local community. These activities aim to equip UASC with the skills, resources, and support needed to successfully transition into adulthood and contribute to their communities. 
Livelihoods Cycle includes:
a) Identification through vulnerability and Viability assessment,


b) Capacity building package including Life skills for Success, Livelihood Capacity building based on the chosen track (Self-employment: business training or Wage-employment: Job hunting training or freelancing track: client acquisition)


c) Vocational or Technical training based on the need for the chosen livelihoods track


d) Matching livelihoods opportunities (Seed fund to start a business or toolkit to freelance, match with employer and/or apprenticeship for wage-employment.


e) Coaching and follow-up and market linkage to support sustainability.

SCOPE OF ROLE:


Reports to: Project Manager with support from the Youth & livelihoods Technical Advisor.


Staff reporting to this post:


Direct: One livelihoods coordinator


Indirect: Two livelihoods coaches and two livelihoods’ mentors


Budget Responsibilities: No


Field Travel: The Livelihood Officer is expected to spend at least 50% of his/ her time in the field



KEY AREAS OF ACCOUNTABILITY:


Project planning and implementation


• Prepare annual and quarterly implementation plans for livelihood interventions under the supervision of the Project Manager.


• Supervise and provide training, coaching, and mentoring to one livelihoods coordinator and two livelihoods coaches and two livelihoods community mentors at the field level.


• Conduct regular follow-up and monitoring of livelihood interventions to ensure proper and efficient implementation, addressing critical issues as needed.


• Follow up on livelihood-related reports to ensure compliance with SCI and donor requirements.


• Facilitate and ensure the active involvement of youth in all livelihood activities, fostering their engagement as primary stakeholders.


• Strengthen networks among partners, stakeholders, and youth participants.


• Identify and collaborate with private sector partners, including incubators, to enhance project sustainability and create opportunities for youth.


• Provide person-focused livelihoods support to youth and families, collaborating with the livelihoods technical advisor to identify relevant intervention models and packages.


• Provide supervision and coaching to the livelihoods team to monitor the quality of delivered seed funds to ensure business sustainability and resolve business risks.


• Develop and monitor quality private sector relationships providing apprenticeship and/or Job opportunities to project beneficiaries. 


• Collaborate with other livelihoods colleagues to provide technical and vocational training to target beneficiaries through different contracted entities with an new focus on enable the offering of freelancing tracks for program beneficiaries.


• Collaborate with livelihoods, cash transfer programming teams within SCI to build relationships and use SOPs to provide cash.


• Assist the Project Manager in developing yearly and quarterly budgets for livelihood interventions and prepare detailed implementation plans.


• Actively participate and contribute to workshops, trainings, and project agreement signing processes at the field level.


• Support the mainstreaming of SCI Child Safeguarding policy in all project activities.


Reporting and documentation


• Ensures proper documentation of SCI experiences and lessons in the project (including pictures and videos) Capturing impact stories.


• Organizes and properly maintains accurate project database and information related to the livelihood component of the project supporting evidence building including revenues and income.


• Collaborate with the MEAL team and technical advisor to document lessons learnt and apply livelihoods MEAL package.


• Facilitates information sharing and learning between SC and relevant stakeholders.


• Provides information and inputs to be used for SC information and communication materials.


In case of Emergency:


• Promote children's rights, contributing to their well-being and protection in times of emergencies, guided by humanitarian principles and code of conduct. 


• During emergencies, he/she should act in a way that facilitates SCI’s response to emergencies, giving priority to all assigned. 


• Be prepared to support SCI interventions in response to emergencies and show needed flexibility.

QUALIFICATIONS


• Bachelor Degree in development economics, international development or a related field is preferred.


• Minimum 5 years’ experience in livelihoods, poverty reduction programming in in a humanitarian and development program context 



EXPERIENCE AND SKILLS


• Excellent knowledge of poverty reduction programming, with a focus on child poverty and expert knowledge of livelihoods skills development, including cash transfer programme implementation.


• Experience in designing training modules, tools and materials


• Experience in working with partners
