TITLE: Case Management Officer
TEAM/PROGRAMME: Cairo Area/Operation LOCATION: Greater Cairo
GRADE: 4 CONTRACT LENGTH: 36 months – annual contract upon the availability of fund and performance

CHILD SAFEGUARDING: (select only one)


Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.



ROLE PURPOSE:


This position will be responsible for ensuring that Save the Children (SC) Child Protection (CP) Case Management (CM) process is effectively applied and meets SC CP management standards operating procedures (SOPs). Besides assisting the Senior Child Protection officer in providing on-going support for caseworkers and community mentors to ensure the overall quality of the case management process.


Projects Scope:


This project aims at providing protection and case management services for Unaccompanied and Separated Children (UASC) in Greater Cairo. The project will directly support UASC in their protection needs establishing a tailored, timely and integrated case management system in addition to supporting local communities to strengthen the community-based protection mechanisms through the Community Mentorship Program.



SCOPE OF ROLE:

Direct: Four case workers and four community mentors



KEY AREAS OF ACCOUNTABILITY:


Project Planning & Implementation:


· Oversee the implementation of all case management related activities at the hub including case management, emergency cash, child protection support services ensuring high quality deliverables to fulfil our obligations to stakeholders at all levels;


· Accountable for referring emergency, urgent and normal cases to the appropriate service providers as per the agreed referral pathways and mechanisms. 


· Accountable for handling the appointment system for all caseworkers and mentors ensuring timely schedule and fair distribution of workload on caseworkers and mentors in coordination with CP Senior Officer. 


· In coordination with the Senior CP Officer, ensure the integration of the community mentorship program within the case management cycle.


· Actively participate in the Case Management internal coordination meetings lead by the CP Technical Advisor (TA). 


· Regularly update the Senior CP. Officer on progress, obstacles and developments; and proactively suggest improvements to plans if necessary.


· Participate in the monthly case conference and BID panels held at UNHCR . 


· Support the Senior CP Officer and the project manager to ensure that the project operates according to the work plans, budget, timeline and M&E system as designed;


· Ensure that 4 caseworkers and 4 mentors are conducting clear and accurate screenings, assessment and action plans with maintaining clear, comprehensive, accurate records of all contact with clients following the inter-agency case management standards operating procedures; conduct regular case file audit to ensure that they are up to date and check quality and consistency of work;


· Maintain close coordination with other project officers and the CP TA to ensure that the project activities are implemented in quality.


· Review BIAs and BIDs and conduct monthly supervision for 4 caseworkers and 4 mentors.


·


· Support and ensure the fidelity of implementation of SCI Common Approaches.


· Ensure proper data management and data protection of all the beneficiaries’ data.


· Ensure mainstreaming of SC Child Safeguarding policy in all the program activities;


· Ensure SCI policies and procedures are being adhered to improve programme operational efficiency;


· Support the Senior CP Officer in delivering a safe programming and risk management aspect of the case management system.


Team Management:


· Provide managerial support to eight staff members including conducting quarterly performance evaluation.


· In coordination with the Senior CP Officer, develop the capacity building plan for all the team and conduct performance evaluations.


Reporting:


· Accountable for ensuring proper data gathering and data accuracy ensuring that the project CM data base is regularly up to date. Regularly update the project Case Management Component tracker.


· Ensure accurate monitoring & evaluation and indicator tracking plans for all the activities with support of Monitoring, Evaluation, Accountability and Learning team;


· Ensure developing timely and quality technical reports as per the project donor’s requirements against the agreed indicators;


· Regularly updating RAIS online database with all assessments conducted, assistance given and making referrals on the system.


· Compile concise quantitative and qualitative reports on a monthly, and quarterly basis;


Coordination and collaboration:


· Support in developing good relationships with the different stakeholders including the donor, partners, government authorities, private sector and other actors to ensure continued support for SC programmes and enlist their support and assistance in working towards achieving sustainable and replicable programme models;


In case of Emergency:


· Promote children's rights, contributing to their well-being and protection in times of emergencies, guided by humanitarian principles and code of conduct.  


· During emergencies, he/she should act in a way that facilitates SCI’s response to emergencies, giving priority to all assigned.


· Be prepared to support SCI interventions in response to emergencies and show needed flexibility


General:

QUALIFICATIONS


  • Bachelor’s degree in development related fields; having master’s degree is preferable.
  • Minimum of 3-5 years of experience in development/humanitarian aid; previous experience in child protection programming is a must.
  • Previous experience in child protection case management is a must.

EXPERIENCE AND SKILLS


  • Previous management experience is required;
  • Highly developed interpersonal, communication skills, writing and organizational skills;
  • Fluency in English and Arabic (spoken and written) is required;
  • Experience with refugee/marginalized communities is required;
  • Commitment to SCI’s values and policy;
  • Familiar with the refugee context in Egypt and associated political/cultural sensitivities
