TITLE: Project Senior Officer
REPORTS TO: Project Manager LOCATION: Greater Cairo
GRADE: 3 CONTRACT LENGTH: Fixed Term Agreement - Annual contract with the possibility of extension based on performance and budget availability

CHILD SAFEGUARDING:


Level 3: the post holder will have contact with children and/or young people eitherfrequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.



ROLE PURPOSE:


The Project Senior Officer will support in managing a project under SCI refugees and migrants’ portfolio serving refugee and migrants as well as host communities living in Greater Cairo. The role holder will be responsible for the planning, quality implementation and budget management of the project. In addition, s/he will be responsible for partner management and follow up if needed. S/he will be responsible for delivery of timely results and for the coordination with relevant partners and stakeholders including the donor and governmental bodies. Moreover, the role holder will be responsible for all reporting, communication/visibility and donor requirements. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Direct: 4 officers & 1 Assistant


Location: Post holder will be based in Greater Cairo with possibility of 50 % travel to other locations



KEY AREAS OF ACCOUNTABILITY:


· Oversee the implementation of the project while ensuring high quality deliverables and fulfilment of our obligations to the project’s donor, partners, beneficiaries and stakeholders.


· Prepare and supervise the annual/monthly implementation work plans and submit on timely manner.


· Responsible for the financial management of the project and assume budget holding responsibilities including: budget forecasting, tracking of expenditures and burn rate through monthly analysis of expenditures, ensure effective /eligible use of project budget.


· Review and submit all required deliverables such as reports, documentaries, etc.


· Work closely with program staff to identify success stories and other marketing materials.


· Ensure compliance with SC’s quality standards and benchmarks and that delivery is cost effective and integrated.


· Work with the MEAL team to ensure appropriate accountability and feedback mechanisms. Perform quality checks on implemented activities through field visits.


· In coordination with the project Manager, maintain close communication and coordination with the designated SC Member for the project.


· Ensure proper coordination with all relevant stakeholders and actively participate in the relevant working group taking place on monthly basis.


· Ensure effective capacity building and technical support to the project team and partners to ensure quality implementation, monitoring and evaluation of project activities.


· Ensure Child Safeguarding standards are understood and met in liaison with the SC’s Child Safeguarding focal point.


· Ensure donor regulations are communicated to all project staff and partners and that all activities meet donor requirements financially and technically.


· Prepare and implement capacity building plans for partner staff and follow up their performance as needed.


· Other responsibilities as assigned by the line manager.

QUALIFICATIONS AND EXPERIENCE


Essential


· Bachelor’s degree in development related field or Bachelor’s degree in other fields plus equivalent experience in relevant fields.


· 5-7 years of experience in the development/ humanitarian field.


· Proven history of project management including project design, planning, budgeting, implementation and monitoring, etc is a must.


· Familiarity with the context of refugees and migrants in Egypt is a must.


· Fluency in English written and spoken is a must


· Strong coordination, presentation and communication skills.


· Advanced IT and database management knowledge and skills.


· Good leadership team working skills.


· Proven attention for detail and ability to effectively manage a high volume of data and information.


· Willingness and ability to travel as needed.


· Knowledge of Save the Children’s key program areas.


· Ability and willingness to change work practices and be flexible for new challenges.


Desirable:


· Solid experience in more than one of Save the Children’s sectors including Education & Protection.
