  1.  Office/Unit/Project Description 

UNDP is the UN’s global development network, an organization advocating for change and connecting countries to knowledge, experience, and resources to help people build a better life. UNDP is on the ground in about 170 countries and territories, working with national counterparts on solutions to global and national development challenges, and achieve sustainable development by eradicating poverty in all its forms and dimensions, accelerating structural transformations for sustainable development and building resilience to crises and shocks.


The Government of the Arab Republic of Egypt (GoE) has hosted the 27th Conference of the Parties (COP27) to the United Nations Framework Convention on Climate Change (UNFCCC) and served as the COP President until United Arab Emirates (UAE) hosting of COP28, supporting major initiatives and negotiations track, including on the Loss and Damage Fund. Egypt is hosting in 2024 the World Urban Forum with the theme “Sustainable cities” and continue to advocate effectively for green transitions.


The United Nations Development Programmme’s (UNDP) supported GoE to increase the predictability, visibility and impact of Egypt engagement with Climate forums, prepare negotiations, build momentum and guarantee positive outcomes in collaboration with a wide range of both national and international stakeholders. These activities dovetail with UNFCCC Secretariat support and the coordinated offer by the United Nations system. 


In coordination with development partners, UNDP has established a project to: i) Enhance GOE Capacities for delivery of large events; ii) Support consultations; iii) Advance and showcase initiatives for climate action. This support in 2024 will include: 


  • Further cementing unified climate negotiation in various forums to engage as key member of the Loss and Damage Fund Committee, to support climate priorities to be addressed at the World Urban Forum held in Cairo in November 2028, with a focus on climate security and regional cooperation.
  • Carrying climate action initiatives forward incl. on Sharm El Sheikh Adaptation Agenda, Decent Life for a Climate Resilient Africa (expand models to African villages), FAST / AWARE / NWFE, Greening National Investment Plans, Climate Responses for Sustaining Peace (CRSP). This will include also technical support and advocacy on Loss and Damage, Just Transition Pathways.
  • Sustaining visibility and impact (and expansion where possible) of green projects on energy, waste, water focused on replication potential and Egypt capacity and readiness to scale up.
  • Documenting and communicating impact using data focused on local communities, youth and evolving mindsets. 

Under the overall guidance of Egypt CO Resident Representative, direct supervision of the UNDP Deputy Resident Representative, with day-to-day collaboration with the CC Team Leader/ARR, Policy Specialist and communication team, the Project Management Coordinator will be responsible for the project’s implementation and alignment with UNDP Climate Action policies, priorities, and partnerships. 


The Project Management Coordinator will oversee the coordination of all project activities, including but not limited to detailing specific components and ensuring their successful execution. The incumbent will monitor ongoing tasks, initiate any pending actions, and closely track progress to ensure timely delivery and alignment with project objectives. Additionally, the Project Management Coordinator will ensure the efficient operational and financial closure of the project, which includes overseeing the terminal evaluation, facilitating the EU cost verification mission, preparing detailed narrative reports for the donors, and finalizing the project’s financial report.


  2- Scope of Work 


Lead, manage, and coordinate the development and implementation of effective project planning 


  • Lead strategic planning for the project as well as formulation and periodic revisions of the project’s annual work plan (AWP), including plans for budget, with CC/Environment Programme Specialist and other programme staff. 
  • Lead development of detailed implementation plans. Translate project’s planned activities into detailed interventions and budget. 
  • Plan and support sourcing of service providers under guidance from CO teams and procurement unit
  • Support to coordination of project team through provision of guidance, ensuring compliance with UNDP rules and regulations.
  • Ensure proper execution of all administrative activities associated with project implementation, including mobilizing goods and services, preparing Terms of Reference, completing contracting processes, recruiting/selecting consultants and experts, and managing financial arrangements/transactions and their correct authorization.
  • Manage and monitor project risks
  • Ensure all project interventions integrate a gender equality perspective/gender equality mainstreaming.

Liaise with relevant UNDP internal partners as well as external partners to deliver support


  • Prepare background documentations for CO Senior Management as is relevant to the project
  • Identification and synthesis of best practices and lessons learned 
  • Provide advice on project orientations and activities based on global context updates and support communication to stakeholders
  • Contribute to organization, management and coordination of, project board meeting, etc.

Ensures effective monitoring and communication of the project activities:


  • Coordinate with communications staff on UNDP interventions, data and content for social media, websites, displays, and campaigns
  • Lead the implementation of project monitoring, evaluation, and results framework to identify plan deviations and other problems; and make needed course corrections within agreed upon tolerances to achieve results. 
  • Track performance indicators, targets and milestones and report on results and funds use. Internal and for project partners
  • Ensure project reports capture results, lessons learned and good practices for possible wider application.
  • Support audit and /or the final project evaluation requirements
  • Coordinate the preparation of corporate, donor and government reports in line with the reporting schedule and UNDP and donor requirements. Ensure provision of ad hoc reports and information requested by relevant entities
  • Perform any other responsibilities as requested by CO Management

Ensure a smooth and successful project closure


  • Operational and Financial Closure: Oversee the complete operational and financial closure of the project, ensuring that all activities comply with UNDP regulations and donors’ requirements.
  • Final Reporting: Prepare and submit comprehensive narrative and financial reports for the donors by agreed deadlines, ensuring accuracy and alignment with project objectives.
  • EU Cost Verification Mission: Facilitate the EU cost verification mission, collaborate with internal teams to ensure that all financial and operational documentation is complete and ready for scrutiny as needed.
  • Terminal Evaluation: Oversee the terminal evaluation process, coordinating with relevant stakeholders, providing necessary data, and ensuring the timely completion of the evaluation.
  • Knowledge Transfer and Documentation: Ensure that all project documentation, including lessons learned, best practices, and recommendations, is systematically compiled and shared with relevant teams and stakeholders, ensuring that key insights and knowledge gained during the project are retained and accessible for future initiatives.
  • Stakeholder Communication: Maintain clear and ongoing communication with donors, partners, and stakeholders throughout the closure process. Provide regular updates on progress and ensure that any final reporting or evaluations are shared in a transparent and timely manner.
  • Post-Project Follow-up: Address any post-closure follow-up responsibilities, including monitoring or reporting commitments that may extend beyond the formal project end date. Ensure that all obligations to donors and stakeholders are met after the official closure.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.


   3- Institutional Arrangement


The Project Manager/Coordinator works under the general supervision of Deputy Resident Representative and collaborates closely with CC/Environment Programme Specialist, Policy and Partnerships Specialist, and other Programme staff, and national counterparts.

5- Minimum Qualifications of the Successful NPSA
Minimum Education requirements
  • Advanced university degree (master's degree or equivalent) in Business, Public Administration, Development, Climate Change, Economics, Engineering, Environment, Natural Resources Management or related field is required, or 
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. 

Minimum years of relevant work experience 
  • Minimum of 5 years (with master’s degree) or 7 years (with bachelor’s degree) of relevant experience at the national or international level in financial management, project management or relevant related field is required 

Required skills 
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages. 
  • Knowledge and experience in project management is requirred

Desired skills in addition to the competencies covered in the Competencies section
  • Knowledge of emerging disciplines for inclusive growth and/or related innovations is desirable
  • Previous experience handling projects with the European Union and other donors is desirable.
