Support and advise the SR NGOs, the National Programmes for HIV and TB to properly quantify the different commodities, monitor the stock level, timely take actions to address potential problems and eliminate stockout of any commodity. Reviews program requirements, conducts a needs assessment, develops specifications, forecasts, and quantifies health commodities requirements, utilizing program morbidity and mortality data, supply chain information and reports. Conduct periodic and/or when needed assessment of the national warehousing and distribution system and develop a proposal for its improvement, including for electronic management information system. Support the Programme Management Unit to prepare reports on the status of the procurement to report to the programme stakeholders including MoHP, the Independent Oversight Committee (IOC) and the Global Fund. Support the Programme Management Unit in conducting periodic programmatic spot-checks and data verification to align the quantifications, stock gaps, and needs of health and non-health products with the national programmatic data for HIV and TB. Periodically reviews, updates and follows up the approval of the health products management template (HPMT) and detailed budgets based on the outcome of the periodic forecasting and quantifications. Support the project in developing/monitoring and implementing the project procurement plan (tracker), identifying procurement priorities, track commodities etc. Analyze the potential problems concerning procurement issues and take respective measures to timely address and ensure the continuous supply of needed commodities for the HIV and TB related interventions. Conduct periodic spot-check verifications on the SRs level (both Ministry of Health and NGOs) to verify the fixed assets, the status of stocks and document any bottlenecks. Provision of guidance to the sub recipients on routine implementation of projects on PSM related aspects. Monitors storage conditions for drugs and other health products, visits storages facilities and formulates the recommendations in order to create the appropriate conditions for storage and distribution of drugs and health products. Follows the level of stocks in order to avoid stock outs and overstocks. Set appropriate controls for proper tracking of goods from transport and handling to final destination. Prepares and updates the PSM risk management plan and ensures its implementation. Ensure capacity development of the NGOs and Programmes for HIV and TB on PSM related issues

Min. Academic Education
Advanced University degree (Master’s Degree or equivalent) in Business Administration, Procurement, pharmaceutical science, Public Health, Public Policy, Commerce, Law, or relevant related field is required . A first level university degree (Bachelor’s Degree) with 2 additional years of experience in the above fields will be given due consideration but not a requirement. CIPS level 3 is a requirement for this position. If certification is not available at the time of recruitment, it should be obtained within one year Completion of relevant training, academic and/or professional certification in procurement is an asset.
A minimum of 2 years (with Master’s degree) or 4 years (with a Bachelor’s degree) of relevant experience in procurement of health products experience, supporting planning, monitoring, forecasting and/or quantification.
Required skills
Experience in the use of computers and office software packages (MS Word, Excel, etc) and advanced knowledge of web-based management systems such as ERP

Experience working with UNDP or another UN agency. Experience supporting implementation of Global Fund programmes . Fluency in written and oral English is required. Knowledge of Arabic would be an asset.
