TITLE:  Livelihood and Private Sector Engagement Officer
TEAM/PROGRAMME:  Operation /Partnership LOCATION: Greater Cairo
GRADE: 4

CONTRACT LENGTH: Until 31st of December 2025



CHILD SAFEGUARDING: (select only one)


Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.



ROLE PURPOSE:


The Livelihood and Private Sector Engagement Officer is responsible for planning, coordinating, and implementing livelihoods interventions with a specific focus on fostering relationships with private sector partners and business incubators. The role involves supporting program participants, particularly refugees and migrants, to achieve self-reliance by connecting them with income-generating opportunities, technical training, and market linkages. The Officer will play a pivotal role in promoting innovative solutions, ensuring quality implementation, and maintaining alignment with Save the Children International (SCI) policies and standards.


Projects Scope:


This project is funded by multiple donors seeking to assist youth and adults among asylum seekers, migrants and members from the host community aged 18-35 in Greater Cairo to receive better protection services aiming to empower them for successful transition to self-reliance, access income generation activities and integrate within the local communities.


During phase one, the project succeeded in providing a full livelihoods program to a total number of 284 beneficiaries in addition to providing two partner NGOs with production units to support partners' sustainability and offering apprenticeship opportunities for the target beneficiaries.


This announcement for project phase two with three main outcomes; 
1) Partners support: 
A) Support one of the local partners with coaching and guidelines to successfully manage the production unit.


B) Support partner NGO to deliver full livelihood intervention for 160 beneficiaries.


2)Livelihoods Interventions: 
A) (Phase one graduates) Support livelihoods program graduates to connect with the Egyptian ecosystem and private sector by receiving financial and non-financial support provided by one of the Egyptian incubators. In addition to linking them with open days, summits, etc supporting their visibility and increasing their selling channels.


B) (New beneficiaries) providing a full livelihoods program for a total number of 350 Beneficiaries aged 18-35 in Greater Cairo supporting them to receive; 1) Life Skills for Success training 2) Coaching to choose the fit livelihoods track 3) Technical capacity strengthening readiness for the chosen livelihoods track; business training or employability skills and/or vocational training. 4) Matching with income-generating activity either wage or self-employment. (apprenticeship or seed funding). 5) Receive coaching and mentorship for 3 to 6 months.

KEY AREAS OF ACCOUNTABILITY:


Operations Planning and Implementation


1.      Program Planning and Implementation


•                  Develop and oversee operational plans to ensure high-quality implementation of livelihood interventions.


•                  Map potential Egyptian business incubators and analysis strength and potential collaboration.


•                  Build and maintain partnerships with Egyptian business incubators and private sector entities to create opportunities for participants.


•                  Facilitate access for program beneficiaries to events such as open days, summits, and business forums to enhance visibility and selling channels.


•                  Coordinate the integration of refugees and migrants into the local economy by promoting inclusive practices within partner organizations.


•                  Lead a selected incubator to provide business development services


2.      Stakeholder Engagement and Partnership Building


•                  Act as the primary liaison with private sector partners, incubators, and community stakeholders to identify and promote opportunities for program graduates.


•                  Strengthen networks among stakeholders to ensure long-term sustainability and integration of livelihoods initiatives.


•                  Organize and facilitate business roundtable discussions and consultations to promote collaboration and knowledge exchange.


3.      Monitoring, Evaluation, and Learning


•                  Lead the monitoring and evaluation (MEAL) activities in collaboration with the MEAL team to assess program outcomes.


•                  Document case studies, lessons learned, and best practices, ensuring continuous program improvement.


•                  Maintain up-to-date and accurate records of all project activities, beneficiaries, and outputs.


•                  Manage technical learning sessions with Egyptian business incubators in coordination with MEAL and technical advisor to insight SCI Egypt-CO livelihoods programing


4.      Emergency Response


•                  Support the implementation of SCI emergency response initiatives, prioritizing the safety and well-being of children.


Documentation and reporting:


·        Ensure information is captured accurately on our data collection system.


·        Ensure that filing system is in place and maintain up-to-date, well-organized and accurate case files and records.


·        Prepare monthly field activities and achievements’ reports.


·        Lead on the MEAL activities in the component in coordination with the MEAL unit.


In case of Emergency:


·        Promote children's rights, contributing to their well-being and protection in times of emergencies, guided by humanitarian principles and code of conduct.


·        During emergencies, he/she should act in a way that facilitates SCI’s response to emergencies, giving priority to all assigned.


·        Be prepared to support SCI interventions in response to emergencies and show needed flexibility.


General:


·        Demonstrate leadership in relation to Save the Children policies and practice with respect to safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

Safeguarding Policy:


·        Support in the mainstreaming of Save the Children’s safeguarding policy within livelihoods and social protection programs design and implementation; including identifying and addressing risks to children that are caused/exacerbated by programme design and intervention.


Collaborate with the Program Operations teams to ensure that activities are safe for children and adults, and that all steps are taken to ensure their meaningful and safe participation

QUALIFICATIONS 


·        Bachelor’s level degree in a relevant subject (Business Administration, PR or equivalent field experience).


·        Minimum of 2 years of experience in livelihood projects (Understanding livelihoods context in Egypt).


·        Background working with Egyptian business incubators is and edge


·        Good knowledge of computer programs (Excel, Spreadsheets, accounting programs, etc).


·        Flexibility, ability to multi-task, meet deadlines and set priorities.


·        Good knowledge of child safeguarding will be an added advantage; and Commitment to Save the Children values.



EXPERIENCE AND SKILLS


·        Minimum 3 years of experience in livelihoods programming, with a focus on private sector engagement and economic inclusion.


·        Proven experience working with business incubators and private sector stakeholders in Egypt.


·        Strong understanding of livelihood interventions, including vocational training, market linkages, and entrepreneurship.


·        Excellent interpersonal, networking, and communication skills to engage effectively with diverse stakeholders.


·        Ability to develop detailed work plans, flowcharts, and action steps.


·        Strong organizational skills and the ability to manage multiple tasks simultaneously.


·        Fluency in Arabic (spoken and written) and proficiency in English.
