Essential Roles and Responsibilities
- Identifying, evaluating, and resolving Planning issues during the early work contract and EPC contract.
- Review all OBE activities to assure compliance with the OBE procedure and its addenda.
- Review the EPC Contractor Work Breakdown Structure (WBS) to assure compliance with the contractual scope of work to be used while preparing the total Project scope, Project coding, Project Schedules.
- Review EPC Contractor proposed measurement weight factors.
- Review the EPC Contractor work schedule and ensure that he sequence and logic used is correct for engineering, procurement, construction, pre-commissioning, commissioning, start-up and performance tests.
- Review, monitor and Planning, schedules, deliverables, programs, progress and productivity.
- Monitor through appropriate and periodic checks, EPC Contractor performance against the program, deliverables, drawing indices and milestones, by examination and analysis of their progress documents against progress reporting system set out in the EPC Contract.
- Review and approve EPC Contractor monthly progress report and highlighting areas of concern, recommended corrective actions and any other relevant aspects of the Project which have an impact on Planning and to verify that data reported by EPC Contractor reflect actual Project progress status.
- Reviewed and approved EPC Contractor physical progress as a basis for progress payments to EPC Contractor.
- Verify EPC Contractor requests for payments, including the required supporting documents and achievement of milestone events and certifying their entitlements for payments accordingly. Ensure that adequate information is supplied to verify progress claims against milestones and invoices submitted including calling for further information to substantiate progress claim where necessary prior to payment by Owner/Lenders.
- Avoid / minimize the variations from EPC Contractor by taking proactive/preventive actions.
- Prepare regular executive summary Project status report for Owner Management.
- Present status reports to Owner Management as and when required at the locations where Services are performed.
- Review Project control procedures developed by EPC Contractor as part of their activities to ensure adequacy to the required level of control required by Owner.
- Participate closeout of the early work and EPC Contract.
- Assist in administration of financial agreements, drawdown forecasts of loan funds, cash flow of all funds and other financial aspects.
- Monitor cash flow in multi-currencies.
- Supervise internal and external audits.
- Monitor budgets.
- Structure and approve timely payment of EPC Contractor.
- Monitor exchange rates and source of funds
- Provide total financial reviews and job financial close out
- Review all necessary Planning and schedule trending and reporting functions in respect of its services and ensure that EPC Contractor perform such activities related to the Project execution of the following requirements: Ensure raising necessary documentation as per Project approved procedure for variation requests covering any changes in scope. Review the detailed cost estimate prepared by EPC Contractor for all such variation requests and support documentation of the anticipated impact on cost and/or schedule.
- Ensure the execution of EPC Contractor scope of work according to the Project contracts price and term & conditions.
- Maintaining up-to-date registers documenting status of variation requests as per the approved procedure.
- Review updated Project budget cost estimate (if required) for the purpose of cost monitoring and control during Project different phases.
- Prepare Project cost control & budget monitoring report. O Perform the necessary cost estimates studies (as required). O Participate in Value Engineering activities.
- Perform Risk Assessment module.
- Participate in pre-award / kick off meeting(s) with EPC Contractor.
Qualifications:
Bachelor Engineering Degree, Certified PMP and/or PSP and/or CCP, Familiar with Primavera version 6 or latest version, wide working knowledge of PMC flow of work, Construction contract, change orders and claims.
