CHILD SAFEGUARDING: (select only one)
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
Save the Children implements the USAID funded Literate Village program. The Program goal is that women (specially mothers) and primary school aged children in targeted villages possess the necessary literacy skills for continuous learning and self-improvement. LV expected results are: Quality of reading instruction for rural primary school aged children increased; and rural mothers' ability to contribute to their children's primary education increased.
The Education Team Leader (ETL) will provide technical leadership to the LV field-based education team at SCI and PNGO levels related to the implementation of the community education component including the EdTech model. S/he is responsible and accountable to oversee the implementation of the LV education component interventions to ensure following the technical guidelines, responding to the needs of the target audience, preparing needed plans and procedures, and meeting the required quality benchmarks. This includes coordination with relevant MOE different departments at Muderia and Idara levels regarding the implementation, follow-up, and technical support provision. S/he delivers training, technical assistance, and coaching to the governorate level MOE relevant staff and LV teams at SCI, and Partner NGO/CDA levels. S/he is responsible to work with the component specialists and the governorate-based education team to prepare the required plans and reports that respond to USAID requirements, and contribute to the development of the technical package.
The Education Team Leader plays a liason role between the Cairo-based technical team and governorate-level education team, and in collaboration with the LV Governorate Manager in Beni Suef, coordinate with MOE leaders at governorate level. S/he reports to LV Governorate Manager, directly supervises SCI education officers, indirectly supervises technically the PNGO education officers, works closely with LV HQ technical specialists, and collaborates with other LV teams at governorate level to ensure integration of the activities.

Role Dimensions: The post holder will deal with the project stakeholders and targeted segments of beneficiaries.
KEY AREAS OF ACCOUNTABILITY :
1. Technicaly lead, oversee, and support the implementation of the community education component interventions at the governorate level:
o In the light of LV strategies and approaches, build common and integrated concept and vision of the community education component intervenions incldung EdTech model among SCI and PNGO teams and MOE relevant stakeholders.
o Oversee the implementation of the component technical package including EdTech at the governoarte level and provide needed coaching and mentoring to ensure the quality and sense of owernship within LV internally and at LV partners level.
o Accountable for the implementation of an effective follow up and technical support mechanism, in collaboration with component specialists, to ensure achieving the planned training impact, and providing the community school facilitators with timely needed support on the pedagogy and technology levels.
o Oversee and provide technical support to ensure effective implementation of Learning Circles and monthly meetings with MOE supervisors.
o Provide technical support (coaching, mentoring) and capacity building to SCI and PNGO education team, and MOE supervisors/master trainers.
o Work on the adoption of the technical component approaches by the community school facilittaors and MOE relvent personnel, and are gender- and disability-inclusive.
o Work closely with the component specialists and education team to prepare relevant component project implementation plans at the governorate level on timely manner.
o Work closely with the education team to ensure timely implementation of the component plans that lead to achieving quality LV results and impact, and set foundations for sustainability of program interventions.
o Conduct regular follow-up and monitoring of the project activities (regular field visits to the schools, meetings, etc.) to ensure proper and efficient implementation, and holds regular follow up and experience sharing meetings with LV education team, MOE supervisors, master trainers, and other relevent stakholders.
o Identify critical issues in the implementation of the component interventions, and together with Governorate Project Manager and component specialists, take the necessary actions to address these issues and challenges.
o Coordinate with the other LV Officers to ensure that: community school interventions in the targeted community schools are well integrated with the adult literacy and community mobilization interventions and cross cutting activities.
o Support the Governorate Manager and the MEAL team to ensure that results are effectively communicated, and lessons learned are incorporated into program.
o Work with the MEAL and education teams to analyze the component-related data to identify gaps and issues on timely manner.
o Work closely with the education team to build common understanding and integration of activities that related to the Intergeneraional Learning (IL) approach. Ensure quality implementation of the IL activities by relevant stakeholders.
o Actively participate and contribute to the design of the technical package and in the facilitation of workshops and trainings.
2. Lead and support the organizational learning and relationship management related to the community education component at the governorate level:
o In collaboration with the Governorate Manager, establish effective relations with relevant departments of MOE at the governorate and district levels.
o Lead the preparations and facilitation of the governorate-level MOE Coordination Committee meetings in collaboration with the LV Governorate Manager.
o Establish effective relations with PNGOs and CDAs management and project teams.
o Establish coordination and networking relations with other key players in the field of community education including EdTech at the governorate level.
o Prepare timely technical reports regarding community education activities as required by the program.
o Maintain governoarete-level project database and information related to the component.
o Support all program MEAL activities, research and learning efforts and advocacy plans.
3. General:
o Ensure that the climate change package is mainstreamed within the component related activities and target groups.
o Ensure that SCI, PNGOs and CDAs staff have good understanding of the concepts, strategies, guidleines, and tools related to the component activities, and provide regular technical support in this area.
o Ensure that all component activities in the governorate are in line with and achieving results against the MEAL indicators.
o Assit the Governorate Manager and work with the SCI education team to develop the activities implementation budgeting.
o Identify and leading the documentation process of success stories and case studies for community school in the assigned governorate.
o Prepare relevant reports, presentations and documents in relation to the component in the assigned governorate.
o Any other tasks as assigned by line manager according to the project needs.

QUALIFICATIONS
Education: Bachelor’s degree in Education; preferably specialized in Eduction Technology.
EXPERIENCE AND SKILLS
Essential
· Education: BA is essential and MA is preferable in education.
· Minimum of seven years’ experience in education projects with a focus on addressing literacy skills development and/or education technology and preferably three years with INGO.
· Excellent knowledge of the local institutions and stakeholders in the area of Education.
· In-depth knowledge and working experience of Egypt education policies, with a focus on community schools’ challenges and context at national and local levels.
· Previous experience in working with MOE leaders and cooperating partners in implementing projects in the field under challenging circumstances.
· Previous experience in leading and managing work-related teams.
· Excellent training, facilitation and communication skills.
· Excellent interpersonal and teamwork skills.
Desireable
· Has previous experience related to education technology/blended learning.
