Job Description


The Tender Manager, reporting to External Affairs Director, is a key link between the company and PCH, HCA, IPA & Key decision makers. The Tender Manager is the company first contact for all the above-mentioned institutions for all TA.


The Tender Manager is responsible for supporting strategies to achieve, maintain for our Company products through the provision of tendering and commercial analysis and execution support.


Responsibilities include working closely with the Market Access, Regulatory, Supply and BUDs with direct commercial engagement with customers on understanding the local pipeline of tendering opportunities and helping support the strongest possible customer-centric value proposition is offered to tendering customers in our Company’s bidding efforts.


The Tender Manager will critically drive tendering excellence in partnership with the Market Access, KAMs, and other key internal collaborators. 


Primary Responsibilities:


·Preparation of tender’s submission: preparation of tender documents and coordination with legal and pricing departments to receive the requested documents and approvals on time. Follow up the tender preparation process. Biding and & follow up the tender related requests.


·Follow up of PCH/Military Hospitals/IPA contracts: tracking contract signature, renewals, and contracts obligations. Point contact for guarantees creation, extension, and recovery.


·Bank management: prepare new and renewal of bid bonds, performance guarantees and cancelation if needed. Ensure having all the documentation in time.


·Payment follow-up with PCH, Military Hospitals & IPA.


·Actively works to secure and communicate full visibility of the local tender landscape at the national and sub-national level on all known tenders relevant to our Company products (irrespective if bidding and outcome decision).


·Understand and master notion of stock orders & specific orders and follow up carefully contract execution to ensure continues availability of our Company´s products to patients.


·Builds sustainable, positive, and strategic relationships with key pharmacists in Central & Regional PCH to ensure product availability.


·Lead S&OP discussion with PCH/Military Hospitals/IPA.


·Understands customers and Hospital market insights to ensure achievement of short-term and long- term business objectives.


·Support stakeholders in PCH/HCA/IPA institutions to better assess their products’ needs (orders).


·Work closely with business & supply chain manager to coordinate supply to institutions and ensure our Company´s product availability.


·Ensure follow-up of stocks, orders, and deliveries for awarded tenders.


·Track supply performance and overall tender performance pull through and early planning to ensure maximization of future success in “renewal” of current tender wins.


·Participate to internal S&OP meeting and providing accurate data to avoid shortage & expiries.


·Participate to business forecasting exercise by providing accurate demand trend and stock level.


·Maintain knowledge of new developments in the healthcare system anticipating potential opportunities and risks on the business and adapt strategy accordingly to help in shaping the healthcare environment.


Skills, Knowledge, Experience & Qualifications:


·Minimum 2-3 years’ experience in health industry tenders working on the end-to-end tender process.


·Knowledge of Algeria tender process steps and relevant documentation for each step.


·Knowledge of the public procurement process steps and key regulations applicable to pharma tendered products.


·Knowledge of interactions with key stakeholders and need’s management in this relationship.


·High level knowledge of pharma product categories (dominant, generic etc.); relevance of these categories for the public procurement process and competitive landscape.


·Ability to grasp business concepts quickly (i.e.: pricing, credit limits, competitive strategy).


·Informing and consults with the business teams about tendering information that can influence the commercial strategy (i.e.: payment terms, timeline deliveries…).


·Thorough review of tender documentation and files.


·Being able to analyse the award criteria and ask clarifying questions to deliver the best bid response.


·Preparation, elaboration of tender documentation files in line with public procurement regulation and award requirements.


·Good negotiation skills


·Demonstrated ability to foster teamwork and coordinate and communicate effectively with multiple stakeholders.


·Strong influencing skills.


·Fluency in written and oral English / local market language; excellent communication skills.


·Proven ability to deliver under pressure, working on own and as part of a team to ensure quality standards and attention to detail.
